About the University The Yashwantrao Chavan Maharashtra Open University (YCMOU) was set up in July1989 by Act XX (1989) of the Maharashtra State Legislature. The degree/diploma of this University is treated as equivalent to the degree/diploma of any other university for the purpose of employment in government and semi-government establishments. One of the major goals of the University is to create, preserve and disseminate knowledge to its learners and the masses and thus become a ‘Mass-Varsity’. The emphasis, throughout, is on developing educational programmes which qualify a person to get a better job, to start earning on his own or help a working person to improve her/his career. Providing education through classroom-based system is expensive, rigid and puts time constraints on the learners. Technology based education of YCMOU provides the following benefits:  It is cost effective.  It has outreach to the masses.  It is flexible: ‘learn anywhere and anytime and as per your pace and style of learning’. 2. About the School of Computer Science The School of Computer Science is one of the eight schools of studies located at the headquarters of the University. Through its quality policy, the School aims to enhance and sustain excellence of its educational programmes. It has a vision to create computer literacy by taking computer education to the masses. The School envisages to:  Develop degree, postgraduate and research level computer programmes for creating professional manpower required by the IT industries.  Develop need-based and job-oriented short-term computer programmes to meet the huge demand of IT skilled manpower in business and industry.  Ensure relevance of programmes by updating the curriculum dynamically.  Provide e-Learning support to its students.  Establish tie-ups with industries and other educational institutions to share experience and knowledge. 4  Carry out research in multimedia, virtual reality, fuzzy logic, neural networks etc. that will help in developing new methods, tools and techniques useful for computer education and applications. The School imparts computer education through its Authorized Study Centres. 3. Need for Computer Programmes Human society has passed through ‘green revolution’, ‘industrial revolution’ and ‘information revolution’. Now it is entering into ‘knowledge revolution’. Education in general and ‘computer education’ in particular is gaining utmost importance in today’s knowledge society. Computer skills have become the life skills for everybody. For high productivity and better quality, many business houses, Government departments and industries are making extensive use of computers. Extensive manpower is required to handle and operate these computers. Thus, there is pressing demand of computer professionals to work at various levels in Information Technology (IT) industries. Highly skilled software professionals are required for nation building. They design and develop software products and systems. They are helpful in providing IT and IT-enabled services. They carry out overseas projects and earn huge amounts of foreign exchange for the country. They become entrepreneurs and establish IT industries, which provide employment for a large number of people. BSc(BIS) and BCA combine the intellectual challenge of a new discipline with the excitement of an innovative and rapidly expanding information technology. These programmes are intended for those students who plan careers in computer science, in the fields that make use of computing and for those who plan postgraduate study in computer science. 4. Study Centre The Study Centre is authorized to conduct computer programmes offered by the University. Depending on the infrastructure of the Study Centre, specific programmes are assigned to that Study Centre. The list of approved Study Centres for BSc (BIS), BCA, Online Certificate and Diploma programmes is given in this Prospectus (See Sec. 21). The Coordinator of the Study Centre shall look after all the activities of the Study Centre including the practical of the students. The Study Centres perform the following important functions:  Conduct the Courses as prescribed by the University in a conventional manner. 5  Distribute prospectus to the learner.  Forward necessary information to the University as and when required.  Organize audio/video lectures, counseling sessions at regular intervals according to the YCMOU norms and patterns.  Facilitate delivery of instructional material and arrange practical sessions.  Perform duties as an examination centre.  Provide any other additional facilities for the students’ benefit. Students should carry out the entire computer practical at the Study Centre. The Coordinator/Instructor of the Study Centre will supervise the practical activities. 5. Computer Programmes offered by the School of Computer Science The University offers the number of computer programmes at certificate, diploma and Degree levels. The GTT is a company registered under the Companies Act 1956 having corporate identity no U74999PN2008PTC132520 and principal office at 6th ‘floor, Delta II, Gigaspace, Viman Nagar, Pune 411014. It has been appointed as a YCMOU Service Provider for online implementation of the following computer certificate programmes    Certificate in Cloud computing Certificate in Mobile Application Development Certificate in Software Testing As a Service Provider of YCMOU, GTT shall provide, on behalf of YCMOU, some of the following services to the students and Study Centres which will be implementing the above certificate programmes. RESPONSIBILITIES OF GTT GTT as a Service Provider of YCMOU shall undertake the following broad responsibilities for design, development and implementation programmes      Providing Online counseling Providing online mock test facility Providing instructional support for conducting practicals Providing software support for online delivery of study material Providing time schedule of online counselling 7 6. Duration Certificate Programmes The certificate programme has a minimum duration of 6 months. The student should complete it within a maximum period of 2 years. A student who fails to complete it within 2 years will be required to re-register for the programme. Diploma Programmes Diploma in Computing is of 6 months duration. The student should complete it within a maximum period of 2 years. A student who fails to complete it within 2 years will be required to re-register for the programme. Advanced Diploma in Computing is of 1-year duration. The student should complete it within a maximum period of 3 years. A student who fails to complete it within 3 years will be required to re-register for the programme. Degree Programmes The BCA and BSc (BIS) programme is of 3 years duration. The student should complete it within a maximum period of 5 years. A student who fails to complete it within 5 years will be required to re-register for the programme. Semester System A semester system has been adopted by YCMOU for BCA and BSc (BIS) programmes. In this scheme, an academic year consists two semesters each of 6 months duration. Thus BSc (BIS) and BCA have 6 semesters each. The admission for the degree programmes shall be done only once in a year whereas the examinations shall be conducted at the end of each semester. 7. Eligibility and Documents to be attached along with admission form: At present there is no provision in the University to admit international students. Later sending the documents by post, courier etc will not be accepted. 10 Direct admission to the Second Year of Degree Programme The students fulfilling the following eligibility criteria can take admission directly to the second year of the degree programme. Such students will not be eligible for further course exemption from Second and Third Year of the Degree Programme. Along with the admission form of the Second Year, the student will be required to fill separate form for exemption of First Year and pay the Exemption Fees of Rs. 1000/- in addition to the university fee share for second year. (The First Year Exemption Form is given in Appendix E). 1) The students who have successfully completed the three-year diploma in Computers/Information Technology from Government Technical Board after 10th is eligible for the direct admission to the Second Year of Degree programme. 2) The students who have successfully completed all the courses in the First Year of Computer Science/Information Technology/Computer Application degree programme (without ATKT) from the recognized university after 12th with mathematics is eligible for the direct admission to the Second Year of Degree programme. Documents to be attached along with the Admission Form of the student are as follows: (ATTESTED TRUE COPIES) 1) Statement of Marks of Std 10th 2) H. S. C. mark sheet and passing certificate with mathematics subject. AND First year of Computer Degree Programme from other recognized university mark sheet in case of degree programme. OR All three year mark sheets in case of 3 years diploma in computer or information technology from State Technical board with passing certificate. 3) Leaving Certificate 4) Exemption Fee: Rs. 1000/- + Second Year admission University fee share should be paid. 5) The procedure for making online payment is under design and will be communicated shortly. 6) In case of Student’s Name Change, name change can be accepted only if the Gazette copy is provided by the student at the very first time of admission at the Study Centre at the time of admission. Later sending the documents by post, courier etc will not be accepted. 11 8. Language of Instruction The medium of instruction of all the programmes is English Language only. All the Printed Study Material of the programmes is in English. The medium of examination will be English. However, the Coordinator, Instructor or Counselor may use English /Marathi /Any other language to help the students understand the subject well. 9. Educational Network for Programme Delivery The University has its headquarters in Nashik. Keeping in line with its vision of taking education to every doorstep, the University takes care to provide its academic programmes to the students located in different parts of Maharashtra State. For this the University has established 10 Regional Centres and established the network of authorized Study Centres in Maharashtra. The University is not merely an examining body but it takes full responsibility for the entire teaching learning activity and evaluation of students. The instructional package consists of the following components:  Study material developed by experts using instructional technology.  Good quality instructional text adopted from the market.  Video lectures by experts.  Face-to-face contact sessions organized at the Study Centres.  Practical Component handled at the Study Centres.  Evaluation of students at the examination centres. 10. Fees The total Programme Fee consists of 2 independent parts:  University Programme Fees (UPF)  Study Centre Fees (SCF) In the case of certificate and diploma programmes, the student is required to pay the entire fees along with the admission form at the Study Centre. In the case of degree programmes, the student is required to pay yearly fees along with the admission form while taking the admission at the Study Centre. The fees include the examination fees for the first attempt. Registration of Students Admissions to the Certificate and Degree programmes are made by the Study Centres. The list of authorized Study Centres is available at section 21. The students who are interested in certificate programmes can take admission to a maximum of 5 certificate programmes. The students who are interested in diploma programmes can take admission to only one diploma programme. The students interested in pursuing a degree programme can take admission to either first year of BSc(BIS) or BCA programme. Admission to the second and third year of a degree programme also requires the submission of the admission form. The detail procedure regarding submitting the admission form is given in the section 19: How to Seek Admission. Follow that procedure. Admission forms sent directly to the University will not be accepted. Please Note:  Fees once paid will not be refunded under any circumstances.  The University does not accept any admission form or fees directly from the students at the University. The University does not undertake any responsibility for such admission forms. 19 15. Changing the Study Centre The Student once registered, cannot change the Study Centre in-between the academic year for which the fees have been paid. However, while taking the admission next time, the student can change the Study Centre. The admission form should be filled and submitted to the new Study Centre. 16. Re-registration for Diploma and Degree Programmes The registration to the programme BSc (BIS) / BCA will be valid for a period of 5 years including the year of registering for the first year. The student should complete BSc(BIS) / BCA successfully within the said period. Diploma in Computing is of 6 months duration. The student should complete it within a maximum period of 2 years. A student who fails to complete it within 2 years will be required to re-register for the programme. Advanced Diploma in Computing is of 1-year duration. The student should complete it within a maximum period of 3 years. A student who fails to complete it within 3 years will be required to re-register for the programme. After the expiry of the valid registration period, the student should re-register i.e. take fresh admission to the programme by paying to the University, the fees specified in the Prospectus (provided the University continues to offer the programmes at that time). The student should re-register immediately in the next batch after the expiry of the registration period. All the rules and regulations, which exist at the time of re-registration, will apply to the student. However, the student may be allowed to take advantage of credit transfer for the courses as per University rules. 17. Evaluation Each course except CMP259, CMP253 and CMP210 has two components of evaluation:  Theory  Home Assignment or Practicals (depending upon the nature of the course). The Projects, i.e. courses CMP259 and CMP210 will be evaluated as major projects while the course CMP253 will be evaluated as a minor project. 20 The evaluation method for each component is given below:  Theory Examination: Objective test (multiple choice questions) of 80 marks (Student has to get minimum 32 marks out of 80 for passing)  Assignments: 2 Assignments of 50 marks each. Marks obtained out of 100 will be converted into out of 20 for reporting purposes. (Student has to get minimum 8 marks out of 20 for passing)  Practical Examination: Practical Examination of 100 marks will be conducted. Marks obtained out of 100 will be converted into out of 20. (The student has to get minimum 8 marks out of 20 for passing)  Major Project: Major Project Examination shall carry 300 marks. It will be divided into two components Continuous Assessment and Project Term End Examination. It is compulsory to pass in both the components. Passing percentage is 40% for each component. The continuous assessment of Project: The continuous assessment of Major Project Examination shall carry 60 marks. Continuous assessment shall base on 5 assignments each of 20 marks. (Student has to get minimum 24 marks out of 60 marks to pass this component of Major Project Examination). The continuous assessment is a new component in the evaluation of Project work. The guidelines about evaluation of continuous assessment will be communicated to all the study centres during 5th semester. The Project Term End Examination: The term End Examination shall carry 240 marks. Student has to get minimum 96 marks out of 240 for passing Term End Examination of Major Project. The distribution of 240 marks is as follows:  Project Report 80 marks  Presentation 60 marks  Viva 50 marks  Demonstration 50 marks  Minor Project: Minor Project Examination shall carry 100 marks (Student has to get minimum 40 marks for passing). The distribution of marks is as follows: 21   Project Report 40 marks  Presentation 40 marks  Viva 20 marks Passing in a Course: To successfully pass the course student should pass in both the components of the course. Student should obtain minimum aggregate 40 % marks in each component. (For example in a 100 marks course evaluation; minimum 32 marks out of 80 in term end examination and minimum 8 marks out of 20 in continuous assessment will be required to pass in a course.) The evaluation of a course shall be done according to the performance of students in the respective components. The details of course-wise evaluation components are given in Appendix-B. Award of Certificate A student becomes eligible for the award of certificate after successful completion of the course components included in the certificate programme. Award of Diploma A student becomes eligible for the award of diploma after successful completion of the course components included in the diploma programme. Award of Degree A student becomes eligible for award of degree after successful completion of the courses included in the concerned degree programme. Award of Class The class of certificate, diploma and degree programmes shall be given according to the following table. The class of the degree will be awarded based on the marks obtained in the courses of semester IV and V. How to Seek Admission… 1. Collect the Admission Form from the Study Centre. 2. Read prospectus and admission form carefully before filling up the details 3. Fill the admission form in English, clearly and completely, without overwriting. 4. Attach the attested copies of required documents (Mark sheets for supporting eligibility conditions; In case student has passed in more than one attempt all marks sheets must be attached) with the admission form. 5. Get the filled admission form and enclosures checked from the Study Centre and get their stamp affixed on the Admission Form. 6. In General total Programme Fee consists of 2 independent parts: a. University Programme Fees (UPF) b. Study Centre Fees (SCF) But for the programmes having programme code D84, D85 and D86 have additional third component; which is also to be paid at study center. c. Global Talent Track Fees (GTTF) 7. For payment of University Programme Fee (UPF), collect bank challan duly stamped by the Study Centre. Make payment of UPF amount along with the service charges of the Bank in the nearest branch of Bank specified by the University and collect two parts (Part-B and Part-C) of the challan from the Bank. (Part-A) will be retained by the Bank. Ensure that Transaction number is written clearly on both the parts of the challan. Also ensure that both parts of the challan are duly stamped by the Bank. The bank challan (Part-B) is to be treated as the fee receipt of the university. No separate receipt of the university fees will be issued to the student. 8. The payment of Study Centre Fees (SCF) and Global Talent Track Fees (GTTF) is to be made directly to the study centre and get the two separate receipts for both the payments. 9. Retain one copy (Part-B) of the challan with you and hand over the other copy (Part- C) of the challan to the Study Centre for attaching it to the admission form (personally ensure that the challan is attached to YOUR admission form) and get the Study Centre stamp affixed on the admission form. 10. It is the responsibility of the study centre coordinator to upload your admission information correctly on the university website. However, you should ensure that it has been done. 23 11. The study centre will take the printout of the uploaded admission form for sending it to the university. Before the study centre sends the admission form to the university, the student should check it carefully and ensure that the information printed on the admission form is correct. After verifying the correctness of the information, the student should sign the printed admission form. Note that the entire responsibility about the correctness of the information entered into the admission form lies with the student. 19. Sir/Madam, There are a number of open Universities in the country offering various degrees/diploma through the mode of non-formal education. The Open Universities have been established in the country by an Act of Parliament or State Legislature in accordance with the provisions contained in Section 2(f) of University Grants Commission Act, 1956. These universities are, therefore, empowered to award degrees in terms of Section 22(1) of the UGC Act, 1956. A circular was earlier issued vide UGC letter N.F.I-8/92(CPP) dated February, 1992 mentioning that the Certificate, Diplomas and Degrees awarded by Indira Gandhi National Open University are to be treated equivalent to the corresponding awards of the Universities in the country. Attention is further invited to UGC circular No.Fl-25/93(CPP-II) dated 28th July, 1993 (copy enclosed) for recognition of degrees and diplomas as well as transfer of credit for courses successfully completed by students between the two types of universities so that the mobility of students from Open University stream to traditional Universities is ensured without any difficulty. The UGC has specified the nomenclature of degrees under Section 22(3) of the UGC Act, 1956 to ensure mandatory requirements viz. minimum essential academic inputs required for awarding such degrees. A copy of Gazette Notification regarding specification of degrees issued vides No.l52/97(CPP-II) dated 31st January 2004 is enclosed.
