After being advised of the identity of the investigating agent and the nature of the telephone call, GRAY provided the following information: Jasked.GRAY to retain any sign Special AgentL in sheets for the firearms range at Discount Gun Mart from October 7, 2000, and set them aside for a Federal Bureau of Investigation FBI Special Agent to review within the next several days. I I explained that she had been told that Discount Gun Mart destroys sign in sheets after one year. GRAY had already set aside the sign in sheets after he had received a telephone call from a customer MALCOLM NANCE. NANCE told GRAY not to destroy the sign in sheets because the FBI may want to review them. NANCE told GRAY that he reported to the FBI / that he had observed two Middle Eastern men when he was shooting at Discount Gun Mart on October 7, 2000. One male was young and in his twenties and the second male was older and in his forties. NANCE believed that the younger Middle Eastern male resembled AHMED ALNAMI, one of the deceased highjackers from United Airlines/flight number 93. GRAY told his employees about the telephone call from NANCE, and one of his employees provided GRAY with.tne names of two men he observed on October 2, 2001 who behaved the same way and fit the description of the men described by NANCE:! and) IriQ further information. Specifically, NANCE telephoned the Federal Bureau of Investigation FBI to report that approximately one year ago, while at the Discount Gun Mart, 1510 Moreno Boulevard, San Diego, California CA, he observed two Saudi Arabian men, one of whom he believed resembled AHMED AL-NAMI, one of the deceased highjackers from United Airlines Flight number 93, that crashed in the countryside in Pennsylvania. After being advised of the identities of the interviewing agents, NANCE provided the following information: NANCE retired from the Navy approximately five months ago. Prior to retiring, NANCE was assigned as the Chief of Advanced Terrorism, Hostage Survival School, San Diego, CA. NANCE is a Navy trained Arabic linguist and is familiar with several different dialects of Arabic. NANCE is also knowledgeable about terrorist cells, and how they train and operate. On October 7, 2000, approximately one week prior to the bombing of the USS Cole in Yemen, NANCE visited the Discount Gun Mart, 1510 Moreno Boulevard, San Diego, CA to use their firearms range. NANCE observed two Middle Eastern men, one older and one younger, signing in to use the range. The range is small as it only has six lanes. NANCE began to closely observe both men after hearing both men converse in Arabic and watching the younger man fire his weapon, a .22 caliber Lugar style weapon. The younger Middle Eastern man was proficient in firearms as evidenced by him completely and accurately emptying a magazine with rapid fire into the target from the twenty five yard line. This seemed odd to NANCE, as everyone else at the range was shooting slowly from a short distance and using both hands. The younger man did not appear to be formally trained in firearms. Instead, he appeared to be showing off by shooting one handed, rapid fire, without taking time to breathe or aim. NANCE repeatedly heard the younger man telling the older man to shoot faster. Both Middle Eastern men left the Discount Gun Mart around the same time as NANCE did, and he observed them getting into an older car that did not appear to be in good condition. However, NANCE could not recall the make or model but guessed that the car may have been blue. NANCE had completely forgotten about the incident. NANCE only recalled the incident when he returned to San Diego after the September 11 terrorist attacks, and was contemplating going to Discount G_un Mart. The possibility that both Middle Eastern men that NANCE had observed one year earlier may have been associated with the September 11 attacks bothered NANCE, and he told DAVID MITCHELL, telephone number 619545-4652, Chief Instructor, Navy Force Protection Officers School, about his observation one year prior. After reviewing the FBI photographs of the terrorists from the airplane highjackings on September 11, 2000, NANCE believed that the younger Middle Eastern man he observed at Discount Gun Mart resembled AHMED AL NAMI, one of the deceased highjackers from United Airlines flight 93. In retrospect, NANCE believed both Middle Eastern men were behaving and training with firearms like members of a terrorist cell. NANCE contacted the Gun Discount Mart and spoke to an employee who told him the store retains sign in sheets for the firearms range for approximately one year. NANCE described the younger Middle Eastern man in his twenties, between 57" and 5*9", weighing 150*160 pounds, clean shaven, a good looking guy, almost "a pretty boy." At the time, the younger man was dressed in western style clothing. The younger Middle Eastern man was speaking Arabic in a Gulf dialect, which is spoken in Saudi Arabia and the United Arab Emirates. The older man was in his forties, approximately 5'6" tall, stocky build, clean shaven, black hair that was turning gray, and he spoke Arabic with a Lebanese dialect. The older man was wearing a collar shirt over a t-shirt with cartoon characters in purple and pink that advertised a discount cigarette store in Las Vegas, Nevada. After being advised of the identity of the interviewing agent and the nature of the interview he provided the following information: 10/23/2001 Robert Soldnski, an employees at Discount Gun Mart had observed in October 2000, an individual who resembled Ahmed Alnami, one of the terrorist who was on United flight §3 FBI Subject 8 at the indoor range located at the Discount Gun Mart store. According to Soldnski, the individual who resembled Alnami visited the indoor range with other middle eastern individuals. Interviewing agent then showed a picture of Alnami to Soldnski who he identified as possibly being the above mentioned individual (Robert Soldnski was interviewed by FBI SA! Ton 10/14/2001 regarding Soldnski's information on the terrorist. See SAl lFD-302 dated 10/15/2001.
