JUPEM: PAST, PRESENT & FUTURE By Dato’ Prof. Sr Dr. Abdul Kadir bin Taib Director General Department of Survey and Mapping Malaysia 14 October 2010 Outline of Presentation Background The early years of JUPEM’s activities Modernisation Programme Current Transformation The Future Background DSMM is a Federal Department formed in 1885 Official national organisation responsible for surveying and mapping in Malaysia Comprises 15 State Survey and Mapping Departments in Peninsular Malaysia, Sabah, Sarawak and the Federal Territory of Labuan Decision for Mapping Activities; National Mapping Committee was established on 31 st March 1965 with the approval from the Cabinet of Malaysia: “2(c) The terms of reference of the National Mapping Committee to be as follows: i. to advise the Director of National Mapping on matters relating to mapping policy; and ii. to advise the Director of National Mapping on mapping priorities.” MAPPING DIVISION Implementation of policy on mapping and map publication Implementation of geodetic activities and boundary demarcation Implementation of determiniing maritime sovereignty and land international boundary CADASTRAL DIVISION Implementation and monitoring of all cadastral survey activities Planning and implementation of all title survey at state level Licensed Land Surveyors DEFENCE GEOSPATIAL DIVISION JUPEM’s Core Division Mapping Defence Geospatial Cadastral Survey Vision To achieve excellence in providing survey and mapping services and managing geospatial data to meet the country’s vision. To provide quality land survey and mapping services and geospatial information management through best systems, competent human resource and conducive working environment. The Early Years Of JUPEM’s activities The Early Years Of JUPEM’s activities Triangulation Survey • Perak Trigonometrical Survey Department was established in1887 • Establishment of PERAK SYSTEM Triangulation network in Perak, Penang and Kedah (1888 – 1896). Topographic Survey • Topographical Branch was established in 1910 • Land Survey Datum was established in 1912 • Survey carried out with plane table, prismatic compasses and Theodolites. Cadastral Survey • Survey carried out with conventional Theodolites, prismatic compasses and chains • Adopted the English Cadastral Survey methods; Bowditch and Transit Systems Conventional Networks G020 Malayan Revised Triangulation 1948 (MRT48) INDONESIA SABAH SARAWAK SOUTH CHINA SEA Borneo Triangulation 1968 (BT68) Map Projections Cadastral : Cassini Soldner Mapping : Rectified Skew Orthomorphic VERTICAL CONTROL Map of the extent of the first levelling network in Peninsular Malaysia in 1944 Conventional Map Productions Modernisation Programmes JUPEM embarked on a motorised levelling project Tidal Networks; the national vertical datum for Peninsular Malaysia based on 10 years of tidal observation at Port Kelang (1984-1993). Modernisation Programmes Established in Mapping Division to produce digital maps To increase efficiency of field data capture by introducing advanced and rapid data capturing technology A unified geocentric reference framework to replace MRT48 and BT68 Mapping CAMS NGVD CATMAPS Precise Levelling Network GDM2000 GDM2000 The Difference Between Local Geodetic Datum (MRT) and Geocentric Datum. To create Digital Cadastral Database (DCDB) To computerise computation and plan drafting To facilitate fast production and updating of cadastral maps. Similar to CALS and implemented to other states then Johor and Pahang Computer Assisted Land Survey System (CALS) CALS Johor in 1985 CALS Pahang in 1990 Three (3) main Components: Cadastral Data Management System (SPDK) District Survey Offices Automation System (SAPD) Total Station Survey System (STS) Cadastral CALS Mini CALS SPDK & SAPD F2F CCS Modernisation Programmes From Conventional Cadastral Survey instruments to Field To Finish Concept CCS IMPLEMENTATION 1996* PRELIMINARY INVESTIGATIONS IN STATE OF MELAKA – test on the use of least squares adjustment technique and GPS for Cadastral Controls. Bowditch adjustment distributes closing errors linearly but not able to provide a unique coordinates solution. Bowditch Least Squares Non Rigorous Adjustment Technique for Coordinates Computation JUPEM GeoPortal www.jupem.gov.my Modernisation in Disseminating Survey Data and Mapping Products Certified Plan Digital Certified Plans can be obtained in Tiff Format and in accordance to Digital Signature Act 1997 Standard Sheet Automatically generated from the system with various scales Digital Cadastral Data Can be obtained in Shapefiles for GIS Analysis Topographic Maps JUPEM produces both Restricted and Non Restricted Topographic Maps Town Maps Thematic Maps e.gTourist Maps E-Maps (Electronic Digital Maps) A digital cartographic multimedia product with the multimedia interactive CD-ROM concept which have special characteristic such as concept information at finger tips, searching method is easy and fast, location browsing at glance and virtual reality function. Aerial Photographs High quality aerial photographs are an integral part of our map revision system , used to plot topographic features and heights. An orthophoto is an aerial photograph that has been rectified such that it is equivalent to a map of the same scale. Orthophoto (matched with the topographic map) Digital Terrain Model (DTM) Digital terrain products may be used in the generation of three- dimensional graphics displaying terrain Slope, and terrain profiles between selected points. •This control station were chosen for use as control in cadastral surveys, mapping, military scientific studies and etc. GPS Control Station •Located near or within permanent structure such as milestones, bridges, telecommunication poles and buildings. Bench Marks Gravity Data To calculate orthometric correction for precise levelling network and to calculate local geoid and produce gravimetric geoid model.
