Statistics for Planning 2009Public Distribution Rice being the staple food of the people of Kerala is one of the most important crops of the State. The supply from the internal source is hardly sufficient to meet even one fourth of the annual requirement of the statement. The Public distribution system is an instrument for ensuring the availability of certain essential commodities for consumption at subsidized rates to the people, particularly the poor. The commodities distributed under PDS include rice, wheat, sugar, edible oil and kerosene oil. The Government, through the Food Corporation of India procures and stocks food grains and releases every month for distribution through the Public Distribution System network across the country. Kerala Rationing order was issued in 1966. The Targeted Public Distribution System in the State has been implemented with effect from 1.6.1997 as decided by Government of India. Accordingly families under Above Poverty Line (APL) and Below Poverty Line (BPL) categories have been identified and distinctive ration cards under each category have been issued and food grains are distributed to the families at different prices. During September 2008, The total card holders covered by ration were 70,31,510 families in addition to 42,896 individuals under Annapoorna Scheme and 12,521 establishment private. During September 2008 there were 14,90,091 BPL cards, 5,89.828 AAY Cards, 49,51,591 APL Cards. The rate of distribution of food grain APL card holders is 35 KG rice or wheat or both, and that of BPL families is 25 Kg food grains (Rice & Wheat) at the rate of Rs.3/Kg. The rate of distribution to the AAY Card holders is 35 Kg. of Rice at the rate of Rs.3/Kg and that Annapoorna cardholders is 10Kg rice per month free of cost. The distribution of rationed articles was made through a net work of authorized wholesale and retail distributors. During September 2008, the Food Corporation of India was running 23 depots in the state for distributing food grains to the AWDs. There were 337 AWDs out of which 9 AWDs run by the Kerala State Civil Supplies Corporation, 35 run by Co-operative Societies and 293 run by private dealers. There are 14,228 ARDS, out of which 451 run by Co-operative Societies and 13,777 by private dealers. There were 302 KWD’s out of which one run by Kerala State Civil Supplies Corporation and 301 run by private dealers. The monthly requirement of rice and wheat was 180517 MT’s and 52663 MT’s respectively. The requirement of sugar is 4706 MT’s.The tables in this chapter give the district wise details of the Public distribution system in Kerala.
