Ukwube. Nkwerre was made up of 14 villages. Amaegbu. These villages are broadly divided into two major groups called Ebe Asa North and Ebe Asa South. Umuerim people were reduced people were reduced to a few persons and this made them 5 . Umukabia. Then Duruenereji from Onusa Nkwerre. Ihekwoaba gave conditions for which more villages could be created. and Amangwu from the former Umunubo Village. Umukalu/ Okwaraji from former Umuko village. One of these conditions was that any group which was able to pay the sum of 100 (one hundred pounds ) to the he community shall be recognized as a separate village. Amoji. there was need for further splitting of the existing 14 villages because of economic and political reasons. and Ukwuinyi from the former Umuoforolo village. Umunyen. Nkwerre Aborigines Union (NAU) under the presidency of the late Francis U. It was during this time that some sections appeared as separate villages such as Durumba. Also as a result of death.5 UMULOWE UMUGARA VILLAGE Originally. Umuduruaji. In about 1968. Then. DEVELOPMENTAL NEEDS IN IKWERE LOCAL GOVERNMENT In September 2009. on the North by Amaokpara Eziama and on the south by Umudi and OwerreNkwoji. The community was reportedly inundated with 6 . The town Nkwerre is located on the southern part of Igboland and situates in the heart of Nkwerre Local Government Area in Imo State. the 20 villages were grouped under the traditional four principal kindred groups namely. WIEF-Nigeria conducted an initial study of soil erosion issues in Nkwerre at the request of Nze Gibson Chigbu. It is bounded on the west by Amaigbo.6 join Isiogwugwu. However. for historical and lineage reasons. it was after the splitting exercise that the number of villages in Nkwerre increased to the present 20. 5) Road networks throughout all villages also appear unplanned and uncoordinated. EROSION PROBLEMS IN IKWERE LOCAL GOVERNMENT The findings from the WIEF Initial Study indicate that the following conditions exist in Nkwerre: 1) Nkwerre land has a relatively flat-to-gentle sloping topography. 4) Structural development throughout Nkwerre appears unplanned and uncoordinated.7 continued soil erosion that has reached an alarming proportion and has become a major concern to the entire Nkwerre community. 2) There are two distinct watersheds with highlands at Eziama and Amaigbo. 3) The geologic formation in Nkwerre is predominantly coarse and gravelly stable soils. 6) The natural drainage corridors are generally severely compromised. poorly designed and constructed. 7) Drainage channels associated with the major roads are disjointed. 7 . THE OBJECTIVES AND PROGRAMMES THE LOCAL GOVERNMENT CAN PURSUE Based on the above problems the local government need to create increased community awareness of the causes of flooding and soil erosion in Nkwerre as well as induce an active community sense of remedial involvement and intervention. To create an understanding and appreciation of Nkwerre’s 8 . 9) Because of Conditions 3 through 8.8 8) All drainage systems throughout the villages are significantly uncoordinated. there a need for a community-oriented workshop on prevention and control of flood and soil erosion for the community. the entire Nkwerre community suffers from twin-problem of flooding and soil erosion. The objectives of the local government can include the following 1. appears a more significant problem than the soil erosion. 10) Flooding however. disjointed and ineffective. 4. 3. THE NEED FOR EROSION CONTROL PROJECT As part of government’s effort to check the menace of erosion and other environmental problems in Nkwere Local Goernment there is a need for a massive tree-planting campaign as a permanent solution to the problem. and. 2. To provide an integrated approach to preventing and controlling floods and the associated soil erosion.9 topographic and hydrogeologic setting as well as the various aspects of current environmental conditions in Nkwerre and how they impact the community. To create an understanding and appreciation of the nature of flooding and erosion problems in Nkwerre and the factors that propagate the flooding and erosion within the community. To induce participants’ active sense of commitment and involvement in the prevention and control of floods and soil erosion. 9 . Hundreds of people are directly affected every year and have to be re-located.10 The ministry of environment of the federal republic of Nigeria should award Broadline Construction project in Area Appropriate land management is very important in Nkwerre Local Government where the geotectonic. and the geohydrologic characteristics of the region make many areas within it susceptible to gully erosion. The formation of gullies has become one of the greatest environmental disasters facing many towns and villages in Nkwerre Local Government This region is fast becoming hazardous for human habitation. geologic. Erosivity is a function of rainfall. which is outside human control and 10 . a natural phenomenon manipulation. Large areas of agricultural lands are becoming unsuitable for cultivation as erosion destroys farmlands and lowers agricultural productivity Erosivity and erodibility are the factors that contribute to erosion and gully formation. TECHNICAL ASSISTANCE The Erosion Control Program should assistance to staff and provides technical preparing or 11 contractors . Performing annual erosion control assessments of moderate to high risk construction sites. Providing technical assistance and guidance materials to staff and contractors. Training project designers and inspectors to proactively prevent erosion. Nkwerre Erosion Control Program should focuses on preventing sediment and other pollutants associated with construction activity from adversely affecting water quality by: Developing policies to ensure construction contractors control erosion effectively. Monitoring water quality during construction to help ensure compliance with permit requirements.11 FRAEWORK FOR EROSION CONTROL PROGRAM IN NKWERRE Effective erosion control helps protect water quality and can reduce erosion-related cost overruns and project delays. The course should be taken every three years as permit requirements and internal policies change regularly. The activities to control erosion should include but 12 . Effective erosioin control also requires all staff responsible for designing or inspecting a TESC plan to take the Construction Site Erosion & Sediment Control classroom course. and monitoring construction related discharges. CONCLUSION Successful erosion control planning and implementation is based on a strong partnership between the government and contactors The Erosion Control Program should rely on two primary compliance assurance activities.12 implementing Temporary Erosion and Sediment Control (TESC) plans. the annual erosion control assessment and construction site water quality monitoring. and. Redirecting or breaking of water flow on local pathways. 5. Eziama. 4. 2. Conserving natural areas and/or utilizing such natural corridors as runoff flow path where appropriate.13 not limited to: 1. Redirecting excess rainwater flow from Amaigbo. Reducing impervious cover for maximum rainwater infiltration into the ground. 3. and within Nkwerre.
