PROJECT PROPOSAL VILLAGE LEVEL PROCESSING CENTER ENHANCEMENT PROJECT (VLPCEP) III FOR THE TARO FOOD PROCESSINGPROJECT OF BAGUINGE RURAL HOMEMAKERS-ALABAMA RURAL IMPROVEMENT CLUB (BRHA-ALABAMA RIC) Baguinge, Kiangan, Ifugao (CAR) BACKGROUND: The project area, Barangay Baguinge is the biggest among the 15 Barangays of the Municipality of Kiangan, Ifugao. It is composed of seven (7) main “puroks” or zones with a total of 426 households. It is also identified as an Agrarian Reform Community (ARC), hence a beneficiary of the Support Services Program of the Department of Agrarian Reform (DAR) in the Province of Ifugao. It is located midway from the Capital town of Lagawe and Kiangan Central. The BHRA ALABAMA RIC is one of the association in the community that is being assisted by DAR, the association is managed and operated by Women Agrarian Reform Beneficiaries (ARBs). The association was registered with the Department of Labor and Employment (DOLE) in 2003 as Baguinge Rural Homemakers Association but was later renamed as Baguinge Rural Homemakers Association-ALABAMA Rural Improvement Club (BRHAALABAMA-RIC) to reflect the place of origins of the members – the sitios of Ala, Bacung, Baguinge Lower, Magulong and Mapolwe, all in Barangay Baguinge. From its original strength of 33 members in 2003, the Association gradually increased its membership to 45 as of July 25, 2011. It is also accredited by the Local Government Unit (LGU) and was enrolled at the Provincial Agricultural Office (PAO) as a Rural Based Organization. Various awards and recognitions has already been awarded to the association because of its active participation and involvement in Rural Development and Women empowerment. At present, the association is involve in root crop food processing project which is seen as a potential enterprise that could help uplift the socioeconomic status of its ARB members and the farming household in the municipality. The description of each of the taro product line is described in the Business Plan which is made as integral part of this proposal. RATIONALE: In 2006, the association ventured into Taro Root Crop Food Processing, as a result of the coordinated Skills Training on Basic Baking using commercial flour, sponsored by the Technical Skills Development Authority (TESDA) and the LGU. But due to the high cost of commercial flour in the market, the concept of processing taro tubers into flour that could partially substitute wheat flour in the preparation of varied food products, was introduced by the founder of the association who is a Home Technology College graduate with Major in Food and Nutrition. The by-product of taro tuber is flour, which is manufactured into varied value added food recipes such as “Polvorons,” taronut cookies, choco-cream and vegetable hopia. The choco-cream product was started and introduced in 2008 after the conduct of a Training on Product Enhancement cum Packaging and Labeling that was jointly sponsored by the DAR, DOLE, DTI, PAENRO and the MLGU.
