Mathur Professor & Coordinator, TOCIC College of Technology and Engineering Udaipur-313001 [email protected] IDEA PRISM SUPPORT REALITY To promote innovations in India Government of India has started a programme in XI five year plan known as Techno Entrepreneurship programme(TePP). It has been enhanced with the name of PRISM (Promoting Innovations in Individuals, Start-ups and MSMEs) aims to support individual innovators which will enable to achieve the agenda of inclusive development - one of the thrust areas of XII five year plan (2012-2017). It would also provide support to institutions or organizations set up as Autonomous Organization under a specific statute or as a society registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 leading to development of state-of-art new technology solutions aimed at helping MSME clusters. Who can apply? Any Indian citizen having innovative idea and wish to translate their idea into working prototypes/models/processes; public funded institutions or organizations viz. Autonomous Organizations or Society registered under the Societies Registration Act, 1860 or Indian Trusts Act, 1882 engaged in promotion of innovation. Thrust Areas The proposals shall preferably be considered in the following focus sectors: Green technology, Clean energy, Industrially utilizable smart materials, Waste to Wealth, Affordable Healthcare, Water & Sewage Management and any other technology or knowledge intensive area. Programs and Eligibility Program Eligibility PRISM Phase-I Category-I: Proof of Concept/ Prototypes/ Any Indian citizen including student innovator Models can avail support to develop their novel idea into Maximum support may be limited to 2.00 lakh or demonstrable models/prototypes. 90% of the total project cost whichever is lower. Category-II: Fabrication of working model/process know-how/ testing and trial/patenting/technology transfer etc. (Innovation Incubation) Maximum support may be limited to 20.00 lakh or 90% of the total project cost whichever is lower. Any Indian citizen having innovative ideas. Cont..... PRISM- Phase-II (Enterprise Incubation) Maximum support may be up to 50.00 lakh limited to 50% of the total project cost. The support may be provided for scaling up technology based innovations, including patenting/design registration/trademark registry/ Successful PRISM innovators or innovators who have successfully demonstrated proof of concept with the support of other government institutions/agency. technology transfer to develop a marketable product/process towards enterprise creation. PRISM-R&D Proposals Maximum support may be up to 50.00 lakh, Any R&D institute / autonomous limited to 50% of the total project cost for institutions/public funded laboratories/ academic developing technology solutions aimed at helping institutes and so on. MSME clusters. N.B.: The above guidelines may be changed from time to time after gaining experience of outreach and or receiving additional inputs during the implementation of the scheme. PRISM_ Phase-I: Individual Innovator Proposals Category I: Proof of Concept/Prototypes/Models Guidelines Eligibility  Any Indian Citizen having innovative idea or an invention. Scope & Support  Project cost up to Rs. 2.00 lakh to help Innovators to convert their ideas into demonstrable models/prototypes. The support is primarily aimed at encouraging student innovators. However, in general, any Indian Citizen having innovative idea or an invention and wishes to demonstrate his idea in the form of basic stage model/prototype/process thus providing proof to his concept can apply in this category.  The proposals shall preferably be in the following focus sectors: Green Technology, Clean Energy, Industrially utilizable smart materials, Waste to wealth, Affordable healthcare, water & sewage management, any other technology or knowledge intensive area.  Maximum support under this category is Rs 2.00 lakh or 90% of the approved project cost, whichever is lower. Mechanism  The proposals can be submitted to the nearest TePP Outreach cum Cluster Innovation Centres (TOCICs). The innovators can meet coordinators of TOCICs and take their advice before submitting the application.  The proposals directly received at DSIR will also be forwarded to relevant TOCIC for counselling/ local screening.  The proposals initially will be screened for completeness at the point of receipt, by the coordinators of TOCICs.  The proposals after initial screening are evaluated by the Domain Knowledge Experts associated with the TOCIC.  The TOCICs will send complete and evaluated proposals to DSIR for further action. The proposals will be considered in PRISM Advisory and Screening Committee (PASC) for recommendation.  The sanction will finally be released to those that are approved by the Department. The applicant has to sign "Terms & Conditions" prior to the actual release of grantsin-aid.  The first release is based on milestones/deliverables projected in the project proposals and as recommended by PASC. The subsequent releases are based on assessment of progress of the project by Project Review Committee (PRC).  The approved projects will be monitored by TOCIC/ other network partners including technical expert(s). TOCIC will be periodically reporting project status to DSIR at an interval of 3 months. The PRCs consisting of external experts will meet at least once in nine months to review the progress of the project.  The project completion report will be accepted by the Competent Authority in the DSIR based on PRC recommendation after successful closure of the project. Limiting conditions  The projects relating pure software development and those involving pure academic research are not eligible.  The financial support is not an award or a prize or a research fellowship. The financial support is provided for the work to be undertaken.  Students will have to provide a `No Objection Certificate’ from the Head of their institutions, on the institutions’ letter-head along with their application and the commitment from the institutions that the project will be taken to its logical conclusion by the student/concerned faculty.  The applicant has to be a single person. When a group of students want to pursue the project, then there has to be an agreement among the group about the lead applicant. Though financial support can be given only to the single applicant by name, letter of appreciation can be given by the department to all the students of the team, after successful completion of the project.  Elements like self salary, rent of own accommodation, creation of infrastructure facility like shed etc should not form the component of support/funds. The support/funds should be mainly for prototype development work/proof of concept.  Travel costs are based on actual and not exceeding 5% of the approved project cost.  Students perusing long term research projects like doctoral research projects or similar projects will not be supported; however student entrepreneurs will be eligible if they have the right to commercially exploit the technology.  The retention schedule of documents for PRISM for RTI Act, 2005 may be as follows: -   Rejected or not supported Application: One Year since the date of rejection Approved proposals: Three years (since the closure of the project/issuance of final sanction order). The decision of Competent Authority in DSIR in respect of PRISM scheme will be final and binding upon the stake holders. In case of any dispute, the liability of PRISM is limited to the jurisdiction of Delhi High Court only. Limiting conditions  The proposals involving software development, only patenting and for basic scientific research having no immediate commercial implications will not be accepted for consideration under PRISM. Software embedded projects and patenting along with prototype development are eligible for support.  Students will have to provide a `No Objection Certificate’ from the head of their institutions, on the institutions’ letter-head along with their application and the commitment from the institutions that the project will be taken to its logical conclusion by the student/concerned faculty.  Student innovators making to the final of any competition are eligible but to ensure that their studies are not adversely affected, they are encouraged to take the project as full time activity after graduation.  The proposals scouted, documented and mentored by other (other than TOCICs) agencies need to be submitted with evaluation by the assisting agency. However, such proposals need to be routed through nearest TOCIC. The process know-how development will also be eligible for support. The proposals such as to scientifically characterise or involving testing efficacy and toxicity of herbal formulations developed by innovator will be eligible for support.  Individuals working in organizations & having innovative ideas may apply for PRISM support by furnishing a ‘No Objection Certificate’ from their employer.  Manpower (like technical assistant) costs are based on actual & not exceeding 20% of the approved project cost.
