The Cabinet is the ultimate decision-making body of the executive within the Westminster system of government in traditional constitutional theory. The Cabinet Secretary provide assistance to the council of ministers and acts as an advisor. [1] Ministers of State assist the Cabinet ministers in their work. There are three categories of ministers of which union cabinet minister holds the highest rank. The present cabinet consists of 23 ministers.
