Please note that whilst we will make every attempt to keep the information up-todate, the system or contacts may be subject to change at any time, and we cannot be held responsible for any inaccuracies that may occur as a result. Who can help? The Foreign and Commonwealth Office (FCO): The FCO is represented overseas by its Embassies (High Commissions in Commonwealth countries). What will the Consulate do? We aim to contact you within 24 hours of being told that you have been hospitalised. We do not usually contact or visit people who have travelled out specifically for medical treatment. If you are in hospital as a result of an assault or other crime, we will visit you as soon as possible. In all other cases, we will take account of factors such as your condition, your ability to speak on the phone, whether you have relatives or friends with you, whether you have a tour company representative and the standard of medical facilities, before deciding whether a visit is appropriate. If we believe that there is a need for us to visit and there is a British Embassy in the same city as the hospital you are in, we will aim to visit you within 48 hours of being told that you have been admitted to hospital. We can contact your family or friends to inform them that you have been hospitalised if you want us to. We can help you consult your insurance company or medical evacuation company. Please remember to keep all receipts and medical reports in case you need them to make a claim at a later stage. Provided that we have resources in place, we may also be able to help you communicate with hospital staff if they do not speak English. If you are travelling within the European Economic Area (see note 2 on page 10) or Switzerland, you should have a European Health Insurance Card (EHIC) which entitles you to emergency medical treatment at a reduced cost or, in some cases, free of charge. If your usual place of residence is the UK, you can apply for an EHIC at any point, even after medical treatment has become necessary or has been started (see www.ehic.org.uk). We cannot pay your medical bills. 3 British Embassy Sofia December 2014 FIRST STEPS Who will know that I have been hospitalised? If a British citizen is hospitalised in Bulgaria, hospitals sometimes notify the British Embassy in Sofia. Some hospitals only contact us if the British citizen wishes so or if there are issues with the payment. Therefore, we are frequently not informed immediately, if at all. What will my family be told? We cannot tell anyone that you have been hospitalised or provide details about your condition without your permission. However, if you wish us to inform your family or friends, we will contact them. We can provide for them advice on healthcare in Bulgaria, a list of English speaking doctors, contacts for specialists or details of accommodation if they plan to travel to Bulgaria and visit you. We can also pass on messages between you and them. If you are a dual national and you are hospitalised in the country of your other nationality, the British Consulate cannot assist you formally. HEALTHCARE IN BULGARIA: CONDITIONS AND SERVICES General Standards of primary/emergency medical care are good, physicians are well trained but hospital and nursing staff rarely speak English. Conditions in state hospitals vary and specialised equipment may not be available everywhere. Private hospitals are usually well-equipped but some will not accept a European Health Insurance Card (EHIC). The EHIC is not a substitute for medical and travel insurance but provides entitlement to emergency medical treatment. It will not cover for medical repatriation, on-going or nonurgent medical treatment. 4 British Embassy Sofia December 2014 What about money? The British Embassy cannot provide financial assistance to British nationals who have been hospitalised in Bulgaria. The cost of treatment received abroad by UK citizens is normally the responsibility of the individual and cannot be claimed from the British National Health Service. If you have been hospitalised, you may be asked to pay your medical bills. There are several ways to do this: - A valid insurance policy: If you are hospitalised for a condition which does not pre-date the insurance policy, the insurance should cover the costs for treatment and possibly for medical repatriation. If you are treated for a pre-existing condition your insurance policy is likely to be void. Your insurance may also become void if you have acted in an irresponsible manner that has contributed to the injuries suffered, e.g. taking drugs or drinking excessively. Some insurance policies do not cover for sexually-transmitted deceases including HIV and AIDS-related conditions. - EHIC (European Health Insurance Card) - Own funds - Help from family, friends or employer EHIC (European Health Insurance Card) Bulgaria is within the European Economic Area (EEA) and an EHIC entitles you to emergency medical treatment at a reduced cost or sometimes for free. The EHIC is usually valid for 3 - 5 years and covers for urgent medical treatment that becomes necessary during a trip overseas due to a sudden illness or an accident. You will be treated on the same basis as a health insured resident of the country you are visiting. The EHIC may not cover everything that the NHS would cover in the UK and you might have to contribute to the costs of your treatment. The EHIC covers treatment needed for chronic or pre-existing conditions but it will not cover for treatment you have specifically travelled for. People whose usual residence is in the UK are entitled to an EHIC issued in the UK. You are not entitled to one if you are resident overseas. For more detailed information on the EHIC, please visit the NHS website http://www.nhs.uk/NHSEngland/Healthcareabroad/EHIC/Pages/Introduction.aspx. If your usual country of residence is the UK you can apply for an EHIC at any point, even after being admitted to a hospital. 5 British Embassy Sofia December 2014 Even if your hospital treatment is covered by an EHIC, you may have to pay a patient contribution towards your hospital stay, also known as a co-payment. Since July 1 2014, you can no longer be reimbursed for co-payments once you go back to the UK. Health Insurance Fund Complaints If you are not happy with the service provided by a medical establishment which is a partner of the Bulgarian National Health Insurance Fund (NHIF) you can file a complaint with the Director of the regional office of the NHIF. If you think that you have been charged inappropriately you must attach the invoice issued by the medical establishment to you complaint. The controlling body will investigate and reply in writing. You should provide your full name, postal address and contact number and a brief, factual description of the situation including the date and time it happened. Again, you should attach any paperwork you might have, such as medical reports or invoices. There is an option for submitting the complaint online at http://www.ombudsman.bg/form but the website is available only in Bulgarian language. 6 British Embassy Sofia December 2014 VISITS Consular Visits A member of the consular team will try to visit you in hospital if you wish so, as soon as possible after we have been notified of your hospitalisation. We can assist you with hospital arrangements and notify your family and friends if you wish so. Visits by Family, Next-of-Kin or Friends If family members or friends wish to visit you in hospital, they should arrange this in line with the specific requirements and visiting policy of the hospital.
