It partially supersedes BS 1113:1999 which will be withdrawn when Parts 1, 2, 3, 5, 6, 7, 10 and 11 of BS EN 12952 are all published. The UK participation in its preparation was entrusted to Technical Committee PVE/2, Water-tube boilers, which has the responsibility to: — aid enquirers to understand the text; — present to the responsible European committee any enquiries on the interpretation, or proposals for change, and keep the UK interests informed; — monitor related international and European developments and promulgate them in the UK. A list of organizations represented on this committee can be obtained on request to its secretary. Additional information The United Kingdom voted against the acceptance of this European Standard at the Formal Vote stage. The principal UK objections were as follows: a) There is no reference in the EN foreword to CR 12952-17, Water-tube boilers and auxiliary installations — Part 17: Guidelines for the involvement of an inspection body independent of the manufacturer. It was intended that Annex A of this part of EN 12952 be transferred to Part 17 otherwise Part 1 would be rejected by the European Commission and would not be harmonized and published in the Official Journal of the European Communities. b) CEN/TC 269 passed a resolution that Parts 1, 2, 3, 5, 6 and 7 be published as a package necessary for the design, construction and safety of water-tube boilers but no mention of this is given in the EN foreword. c) CEN/TC 269 agreed to remove reference to coil boilers from EN 12953 and include them in 1.1 of the scope of this standard but no reference has been made to coil boilers. d) 1.2 of the scope is entitled “Boiler assembly” however it also includes other plant and auxiliary installations. e) 1.3 of the scope lists items that are not covered by any of the parts of EN 12952 but there is no mention of this in the subclause. f) The term “chemical recovery boilers (black liquor boilers)” is referred to in several parts of EN 12952. It would have been preferable to include the definition of the term in this general Part 1, however it is only defined in EN 12952-5:2001, E.2. It is defined as a pulping chemical recovery process unit where the organic materials are burned while the recovered chemicals are reduced and drained as molten smelt from the furnace bottom and the heat released is used for steam generation. Manufacturers shall ensure that the execution of the provisions of this European Standard is entrusted to appropriately qualified and experienced personnel. shall be published in an enquiry-reply format for inclusion in an interpretation sheet to the European Standard.
