[email protected] website: www.ice-icemena.com Page 3 of 8 AVIATION ENGLISH INTRODUCTION (English for Aviation Personnel, including special training for Pilots and Air Traffic Controllers aligned with the ICAO Language Proficiency Rating Scale) Legal Obligations The International Civil Aviation Organization’s (ICAO) Resolution A32-16 of 1998 states that “…Council & Commission… strengthen provisions... obligating Contracting States to take steps to ensure that air traffic controllers and flight crews involved in flight operations in airspace where the use of the English language is required, are proficient in conducting and comprehending radiotelephony communications in the English language”. In addition, Resolution A36-11 entitled “Proficiency in the English language used for radiotelephony communications” directs the Council to support Contracting States in their implementation of the language proficiency requirements by establishing globally harmonized language testing criteria. The International Civil Aviation Organisation (ICAO) grades English Language performance on a scale of 1 to 6: Level 1: Level 2: Level 3: Pre-elementary Elementary Pre-Operational Level 4: Level 5: Level 6: Operational Extended Expert By March 2011, ICAO has prescribed that all Air Traffic Controllers, Pilots and staff utilising English in R/T communication in international routes should conform to ICAO English proficiency requirements (i.e. Level 4 or above). Evidence of a certification from an approved test centre is mandatory. Candidates at Level 4 are also required to undertake the test every three (3) years and those at Level 5 every SIX (6) years, failing which they would not be licensed to operate on international routes. In line with ICAO regulations, pilots, air traffic controllers and aeronautical station operators shall demonstrate competency in levels in line with all the following SIX (6) descriptors: 1. 2. 3. [email protected] website: www.ice-icemena.com Page 4 of 8 ICAO COURSE 291 - AVIATION ENGLISH FOR AB-INITIO PILOTS COURSE DESCRIPTION: ICAO 291 – Aviation English for Ab-initio Pilots (for non-English speakers) DURATION: LANGUAGE: 8 Weeks English PRE-REQUISITES: ICAO levels 3.5 or equivalent TARGETS: Ab-intio pilot to achieve ICAO level 4. (Longer courses can be delivered for those less than ICAO levels 3.5) AIM: To improve the aviation English levels of trainee pilots from ICAO mid-level 3 to 4 and also prepare them for flight training. The course is designed for the highly motivated airline cadet pilot whose first language is not English, and who needs to improve his communicative skills, in accordance with ICAO language proficiency requirements, prior to starting flight training LEARNING OUTCOMES: At the end of this course the course members will be ready to complete an aviation English language proficiency assessment and also have a good understanding and appreciation of the flight training environment. THE SYLLABUS: The program includes 80 hours of computer based training (CBT), accompanied by 160 hours of communicative classroom-based materials. COURSE PRESENTATION: CBT Modules (sourced through the internet if required) introduce the classroom topics and focus on Vocabulary, Structure, and Listening Comprehension. They: 1. 2. 3. 4. 5. [email protected] website: www.ice-icemena.com Page 5 of 8 ICAO 291: AVIATION ENGLISH FOR PROFESSIONAL PILOTS AND AIR TRAFFIC CONTROLLERS DURATION: 3 Weeks Classroom plus CBT (per level) LANGUAGE: English PRE-REQUISITES : ICAO levels 2 or 3 as tested TARGETS: ICAO Levels 2 or 3 as tested (for professional pilots and controllers) AIM: To provide professional pilots and air traffic controllers the training required to achieve or maintain ICAO Level 4 aviation English language proficiency. There are two levels in the course – one for course members at or about ICAO Level 2 and the other for members at or about ICAO Level 3. The courses are designed to progress members up to one Level per course. LEARNING OUTCOMES: At the end of this course the course members will be ready complete an Aviation English Language proficiency assessment. THE SYLLABUS: Each level includes around 150 hours of computer-based training (CBT) and 100 hours of classroom. Each program comprises 6 modules. Each module includes around 24 hours of WBT and 16 hours of classroom. The classroom training is delivered in a 3 week block course after the WBT has been completed. The classroom training builds on the WBT so the students must complete the relevant WBT prior to attending the courses. The courseware is content-based and relevant to professional pilots and air traffic controllers. COURSE PRESENTATION: CBT Modules (sourced through the internet if required) introduce the safety topic of each module and focus on Vocabulary, Structure, and Listening Comprehension. They: I. II. Preparing for classroom training with the computer-based training increases the efficiency of the learning process and reduces the amount of classroom time required.
