National Highways Authority of India Request for Proposal – Bid DocumentVolume-III: Schedules SCHEDULE-A (See Clause 10.1) SITE OF THE PROJECT 1 The Site 1.1 Site of the Four-Lane Project Highway shall include the land, buildings, structures and road works as described in Annex-I of this Schedule-A. 1.2 An inventory of the Site including the land, buildings, structures, road works, trees and any other immovable property on, or attached to, the Site shall be prepared jointly by the Authority Representative and the Concessionaire, and such inventory shall form part of the memorandum referred to in Clause 10.3.1 of the Agreement. 1.3 Additional land required for Toll Plazas, Traffic Aid Posts, Medical Aid Posts and vehicle rescue posts or for construction of works specified in the Change of Scope Order issued under Clause 16.2.3 of this Agreement shall be acquired in accordance with the provisions of Clause 10.3.6 of this Agreement. Upon acquisition, such land shall form part of the Site and vest in the Authority. 4 Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand National Highways Authority of India Request for Proposal – Bid Document Volume-III: Schedules Annex – I (Schedule-A) Site for Four-Laning 1. Site The Site of the Four-Lane Project Highway is from Km 215.000 to Km 260.000 (existing chainage) of the Mirza Chauki-Farakka Section of NH-80 in the state of Jharkhand. Minimum Crust thickness for four lane divided carriageway with paved shoulder be provided with (Bituminous Concrete) BC-40 mm, (Dense Bituminous Macadam) DBM-100 mm, (Wet Mix Macadam) WMM-250 mm, (Granular Sub Base) GSB-200 mm, on subgrade of 500 mm with minimum soaked CBR 8%. The minimum Crust thickness for service road/slip road shall be (Bituminous Concrete) BC- 40 mm, (Dense Bituminous Macadam) DBM-60 mm, (Wet Mix Macadam) WMM-250 mm, (Granular Sub Base) GSB-200 mm, on subgrade of 500 mm with minimum soaked CBR 8%. Flexible pavement shall also be for improvement to the cross roads up to a maximum length of 100 m from main carriageway. 4.4 Kerb Cement concrete un-mountable kerb shall be provided in median of the carriageway and also in between service road and main carriageway and also along the footpaths and islands. 4.5 Alignment Plan and Longitudinal Section An alignment plan of project highway is given at Appendix B-III. 4 Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand 4.6 Bypasses & Realignment There is one bypass of the Rajmahal Town with four lane divided carriageway with paved shoulder and 2 (two) realignments for improvement in the geometry of the project highway. The details of bypasses and realignments to be provided are given in Appendix B-IV 4.7 Median Width Two types of median width are provided along the project highway viz:,. 4.0 m (excluding the width of kerb shyness of 0.5m on both sides) & 1.5 m (excluding the width of kerb shyness of 0. 5m on both sides). Details of the different median width are given in Appendix B-V. 4.8 Service Road Two Lane Service Roads shall be provided in lengths indicated in Appendix B-VI. 4.9 Reconstruction Stretches Reconstruction stretches due to poor pavement/subgrade soil condition is proposed at different locations. Details are given in Appendix B-VII 4.10 Proposed Right of Way The details of the Proposed ROW are given in Appendix B-VIII. 4.11 Proposed Footpath & Cover Drain Footpath Cum Cover drain provided in urban areas as given in Appendix-B-IX 4.12 At Grade Intersection 4.12.1 At grade intersections shall be provided at all Junctions of by-passes at start and end and all Intersecting roads at locations specified in Appendix B -X for major intersections and in Appendix B-XI for minor intersections. 4.13 Grade Separated Intersections The grade separated intersections shall be as provided as given in Appendix B- XII 4.14 Underpasses Vehicular underpass shall be provided at location given in Appendix B-XIII Pedestrian /cattle underpass shall be provided at location given in Appendix B-XIV. 4.15 Major Bridges Major bridges as listed in Appendix B-XV shall be provided, widened, reconstructed, or extended 4.16 Minor Bridges Minor bridges as listed in Appendix B-XVI shall be provided, widened, reconstructed, or extended. 4.17 Culverts Culverts shall be provided, widened, reconstructed, or extended as listed in Appendix B- XVII 4.18 ROB/RUB Details of ROB/RUBs to be provided are given at Appendix B-XVIII. The proposed span arrangements of the ROBs are tentative and subject to change as per availability of railway boundaries/ requirement of the railways. ii). ROB shall be designed, constructed and maintained as per the requirements of Railway authorities. The construction plans shall be prepared in consultation with the concerned railway authority. iii). The ROB’s shall be constructed and maintained by the concessionaire under supervision of the Railways. iv) All expenditure related to construction, maintenance and supervision of ROB (except P&E charges) shall be borne by the Concessionaire. 4.19 Entry /Exit ramps Entry /exit ramps for entering into or exiting from the project highway shall be provided wherever necessary. 4.20 Slope Protection The side slope shall be protected by using suitable slope protection measures wherever required along the project highway. 4.21 Utilities Utility ducts shall be provided as required by utility agencies. These shall be 600 mm dia. Hume Pipe at a maximum interval of 1000 m across the ROW. Along with the above, suitbale size culverts shall be provided at the cross-road locations to maintain continuity of the storm water dishcarge. Also service ducts in form of 600 m dia RCC hume pipe shall be provided as per the requirments of utility agencies at a maximum internval of 1000 m in consultation with the Indpendent Engineer. Such Project Facilities shall include: (a) Roadside furniture; (b) Street lighting; (c) Pedestrian facilities; (d) Landscaping and tree plantation; (e) Truck lay-bys; (f) Bus-bays and bus shelters; (g) Development of site for wayside amenities; (h) Traffic aid posts; (i) Medical aid posts; (j) Vehicle rescue posts; 2 Project Facilities for Four-Lanning Project Facilities forming part of Four-Lanning are to be completed on or before the Project Completion Date have been described in Annex-I of this Schedule-C. 4 Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand Annex - I (Schedule-C) Project Facilities for Four-Lanning 1 Project Facilities The Concessionaire shall construct the Project Facilities described in this Annex-I to form part of the Four-Lane Project Highway. The Project Facilities shall include: (a) Roadside furniture; (b) Pedestrian facilities; (c) Landscaping and Tree plantation; (d) Truck lay-bys; (e) Bus-bays and bus shelters; and (f) Foot Over Bridge (g) Others i. Development of Site for Wayside Amenities ii. Traffic Aid Post-1 no iii. Medical Aid Post-1 no iv. Vehicle Rescue Post-1 no v. Highway Lighting-as per the requirement of four laning manual vi. Ambulance-1 no 2 Description of Project Facilities Each of the Project Facilities is briefly described below: a) Road Side Furniture The provision of road side furniture shall be finalized as per Manual of Specifications and in consultation with the Independent Engineer. (i) Traffic Signs and Pavement Markings (ii) Metal Beam Crash Barrier (iii) Traffic Safety Devices (iv) Boundary Stones (v) Hectometer / Kilometer Stones (vi) Traffic Blinker Signal (L.E.D) at intersections b) Pedestrian Facilities Pedestrian facilities in the form of guard rails, foot over bridges, footpath, lighting, etc shall be provided where ever required as per manual 4 Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand c) Landscaping and Tree Plantation Landscaping of highway shall be done but not limited to the following: Median Grade Separated Intersections At-Grade islands of the intersection locations d) Truck Lay byes Truck lay bye shall be provided at following locations: Sr. No. Chainage Side 1 252+050 RHS 2 251+915 LHS Indicative layout of lay byes as per the minimum site requirement shall be as indicated in Ministry of Road Transport & Highways guidelines No. RW/34032/5/88-DO II dated 22.08.1988 and provisions shall be made accordingly. e) Bus Bays / Bus Shelters (20 Nos.) The concessionaire shall provide minimum of 20 nos. of Bus Bays along the project highway. The design of Bus Bays should be aesthetically pleasing with surroundings. The locations of these bus bays shall be finalized by the concessionaire in consultation with the IE. Highway Lighting : Highway Lighting shall be provided in urban stretches / built-up areas, grade separators, underpasses, ROBs, and its approaches, and bus stops/bus bays as per Manual of Specification and Standards Provision of other facilities viz., Highway Patrol, Ambulances, Cranes, etc shall be provided as per Manual of Specification and Standards for Four Lanning of National Highways through PPP. 4 Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand SCHEDULE – D (See Clause 2.1) SPECIFICATIONS AND STANDARDS 1 Four-Lanning The Concessionaire shall comply with the Specifications and Standards set forth in Annex-I of this Schedule-D for construction of the Four-Lane Project Highway. 4- Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand Annex - I (Schedule-D) Specifications and Standards for Four-Lanning 1 Manual of Specifications and Standards to apply Subject to the provisions of Paragraph 2 of this Annex-I, Four-Lanning of the Project Highway shall conform to the Manual of Specifications and Standards for Four Laning of Highways through Public Private Partnership IRC:SP:84-2014 published by the Indian Roads Congress. 2 Deviations from the Manual Notwithstanding anything to the contrary contained in the aforesaid Manual, the following Specifications and Standards shall apply to the Four-Lane Project Highway, and for purposes of this Agreement, the aforesaid Manual shall be deemed to be amended to the extent set forth below: Sr. Clause No Clause Title Deviation to Clause No. In Built-up areas, space for utilities is 1.75 m in place 1. 2.16 Typical Cross section of 2.0 m as per the Manual. 4- Laning of NH-80 Design Km 215.000 to 257.718 (existing Km 215.000 to Km 260.000) of the section from Mirza Chauki to Farakka (km 190.000 to km 283.000) in the state of Jharkhand
