WHEREAS, Filipino music is the expression of the soul of this nation; WHEREAS, in recognition of the Filipino’s innate love for music, a ftting celebration to encourage young artists to excel in music, composition and performance is most opportune; WHEREAS, there is an imperative need to preserve, develop, and promote Philippine Music as an art as a core component of our cultural development; WHEREAS, under Proclamation No. 25 dated September 30, 1998, the National Music Competitions for Young Artists Foundation, Inc. has efectively undertaken the discovery and development of young talents in music by holding annual competitions and festivals in celebration of National Music Week. NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby declare the period from November 26 to December 2, 2001, and every last week of November of each year as National Music Week for Young Artists. I urge all citizens of this country as well as all associations and organizations to declare this week appropriately to encourage Filipinos to appreciate Filipino music and make it form part of their cultural life. In order to insure the successful celebration of this week throughout the Philippines, the National Commission for Culture and the Arts is hereby directed to take charge of the implementation and holding of this celebration. All departments, bureaus and agencies of the Government are hereby instructed to give full support and fnancial assistance to the said committee. It is with great pleasure that I watch our young Filipino musicians develop into the best that they can be. I see their sacrifces bear fruit before my very eyes and am thankful for the opportunity to serve. This year is no diferent. Or should I say that despite our present economic problems, along with the rest of the world, we can still fnd time for music. And well we should. Good times and bad times come and go, but music is forever. This year, we have another bumper crop of excellent young musicians taking part in our annual competition, which we all know is no competition at all. This is because of our long-standing policy not to declare winners or champions in the conventional sense. Those that receive the highest honors are considered to have perfected their craft and have reached the pinnacle of technical profciency, while those who do not are simply reminded that the task of improving one’s music never ends. This competition is just another rung on their ladder to the peak, their peak. Join us as we witness our best young musical artists perform original Filipino music for the ages. Veronica L. Tapia-Merk Chair, NAMCYA 2009 ii 2009 NAMCYA T MESSAGE FROM THE SECRETARY-GENERAL The year 2009 will see yet another noteworthy endeavor to fnd the country’s most outstanding young musicians as the National Music Competitions for Young Artists embarks upon another nationwide search in the Performance Categories of Choir, Voice, Piano, Traditional Music, Dance, Brass Instruments, Guitar and Rondalla. The creation of a new environment of the human spirit which determines how we create a new environment for our earth is invaluably inspired, guided and enriched by those fner intangible realms of experience which only music and the arts can truly and completely provide. No richer mine of resources for this provision can be found than in the young practitioners of music and the arts that endeavors like the NAMCYA, now on its fourth decade, continually and tirelessly discover and uncover. This year, the youngest participants will compete in Piano and Traditional Philippine Music Ensemble. It is very reassuring to see the overwhelming response of these children – and of course, their indefatigable parents and teachers – as evidenced by the large number of contestants from all over the archipelago. High school age youth are encouraged to join the Dance and Solo Voice Competitions. Young adults may compete for musical supremacy in the individual instrument competitions for Brass (specifcally Trumpet, Horn, Trombone, Bass Trombone, Tuba) and Guitar, and in the group competitions for Choir and Rondalla. At this critical point in global history, discovering and maintaining our young artists is an enormous challenge. To those who have supported the NAMCYA these past 35 years, our sincerest gratitude as we continue to reap the fruits of their labour. We salute our youth for their extraordinary talent. We commend them for having the patience, diligence, single-mindedness, and commitment necessary to nurture this gift. Roque Program Director 2009 NAMCYA 1 National Music Competitions for Young Artists (NAMCYA) 2009 GENERAL REGULATIONS 1. The Competition is open to all Filipino citizens residing in the Philippines. 2. All ofcers and personnel of the CCP and the NAMCYA are excluded from participation in the competitions. 3. Accommodations, meal allowances, and transportation to and from the competition venue during the National Competitions shall be provided by/through the NAMCYA. Transportation and other expenses between the participant’s place of origin and Metro Manila shall be borne by the participant/s. 4. THE DECISION OF THE BOARD OF JUDGES IS FINAL. 5. No contestant or contestant’s representative shall contact in any way or manner any of the judges in connection with critiques or ratings. Judges’ ratings and critiques on individual performances will be made available by the Regional or National Secretariats only upon the written request (at the earliest one week after the Winners’ Concert Night) of the contestant(s) concerned. Important Competition Terms 1. Instrument An Instrument is any one of the seven performance disciplines which are considered in competition. For 2009, the instruments are: Brasses (Trumpet, French horn, Trombone, Bass trombone, Tuba), Choir, Dance (Ballet), Guitar, Piano, Rondalla, and Voice. Traditional Music Ensembles, although not competing, will have to qualify in order to participate on the National level. 2. Category A Category is the classifcation of the Instrument according to age range, thereby defning the minimum and maximum age requirement of the contestant(s). Each instrument will have its own Category parameters. 2 2009 NAMCYA 3. Region A Region is one of the 17 geographical areas from which competitors enter into the frst level of competition. 4. Regional Competition A Regional Competition is the frst level of competition. This frst level is accomplished by the submission of an acceptable video format (VHS, VCD or DVD) to the NAMCYA Secretariat. 5. Regional Center A Regional Center is one of four (4) geographical areas to which qualifers from the Regional Competition (item 4) proceed to perform in a live competition. 6. Regional Center Competition A Regional Center Competition is the second level of competition. Qualifers from the Regional Competition (called “Regional Winners”) proceed to three Regional Centers assigned to these qualifers. 6.1. Regional Center IV for Mindanao: Cagayan de Oro. 6.2. Regional Center III for Visayas: Iloilo City (all Instruments) Bacolod City (Dance only) 6.3. Regional Center II for Luzon: Metro Manila 6.3.1 Regional Center II-b, Southern Luzon for Regions IV-A and V. 6.3.2. Regional Center II-a, Central Luzon for NCR, Regions III, and IV-B. 6.3.3 Regional Center I for Northern Luzon: TBA The Regional Center Competition for each Instrument is adjudicated by a panel designated by the NAMCYA. The qualifers from this second round (called “Regional Center Winners” and “National Finalists”) will proceed to Metro- Manila for the fnal round of the Competition. Regional Center Winners are strongly encouraged to participate in the Regional Center Workshops to be conducted by the Board of Judges to prepare them for the National Competition. The Workshops shall be held immediately after the 2009 NAMCYA 3 Regional Center Competition. Space and logistics allowing, the Session may also be a Master Class for Regional Center observers who do not qualify for the National Competition. 7. National Competition The National Competition is the third and fnal round of competition. This round shall be held on specifc designated dates at the Cultural Center of the Philippines. The National Panel of Adjudicators for each Instrument reserves the right to award any number of winners’ “places” (if any) within the designated Instrument competition parameters for judging. Competitors who garner winners’ “places” in this (fnal) round shall be called “National Winners”. Parameters, Guidelines, Rules and Regulations Common to All Instruments 1. The Admissions Packet The Admissions Packet containing all specifc required materials must reach the NAMCYA Secretariat by mail, courier, or personal delivery before 5:00 pm on Wednesday, July 15, 2009. The NAMCYA will not be responsible for any circumstances which prevent the arrival of this packet by the designated deadline. The submission of an incomplete Admissions Packet automatically disqualifes the potential individual or group competitor from entry into the competition. 2. Registration fee A non-refundable Registration Fee of 500.00 Philippine Pesos deposited to the designated account number of the NAMCYA Secretariat: Bank name: Banco De Oro, Century Park Adriatico Branch Account name: Music Competitions for Young Artists Foundation, Inc. Account No.: 4478-00353-6 Transaction receipt shall be faxed to NAMCYA: +632 8323701. 3. Contents of the Admissions Packet 3.1 Video The Regional Competition for all Instruments shall be undertaken by the submission of two (2) copies of a VHS, VCD or DVD format by mail, courier or personal delivery to the NAMCYA Secretariat containing only the required 4 2009 NAMCYA performance-related contents specifed by the particular Instrument guidelines. This format submission must be labelled with: 1.) Name of the individual or group competing; and, 2.) Instrument of the competitor/s. 3.2 Deposit receipt One (1) photocopy of the deposit receipt of the registration fee must accompany the Admissions Packet. 3.3 Photos 3.3.1 Solo Instrument (except Dance) Two (2) identical copies of a colored photo (3” x 5” or 4” x 6”) and eight (8) photocopied colored or black and white photos (3” x 5” or 4” x 6”) with the name and Instrument of the contestant written legibly in ink at the back of the photograph. The photo must include only the performer. 3.3.2 Group Two (2) identical copies of a colored photo (3” x 5” or 4” x 6”) and eight (8) photocopied colored or black and white photos (3” x 5” or 4” x 6”) with the name of the group and name(s) of the leader, musical director and/or conductor with his/her/ their specifc designation/s within the group written legibly in ink at the back of the photograph. The photos must include all the performers (including the accompanist and the conductor) only. These performers should be the same as those in the VHS, VCD or DVD format submitted in the Admissions Packet. 3.4 Registration Form Ten (10) identical copies of the accomplished Ofcial NAMCYA Registration Form. All copies must be originally signed in ink by the contestant and/ or parent/guardian/Music teacher if minor. In the case of an individual Instrument competition, or in the case of a group Instrument competition, the individual who is designated by the group as its ofcial representative is the signatory. All registration forms for Category C contestants shall be signed by a designated CHED representative upon receipt by the NAMCYA Secretariat. 2009 NAMCYA 5 4. Specifc Guidelines Additional and specifc guidelines, rules, and regulations are indicated under listings of the diferent Instruments. 5. INCOMPLETE APPLICATION PACKETS WILL NOT BE PROCESSED. 6. Competition Venue Contestants who qualify for the Regional Center Competition (2 nd level) may choose the venue which is most convenient for them, not necessarily the venue designated for their particular region. 7. Judges’ Prerogative The NAMCYA Board of Adjudicators reserve the right, at any time within the duration of the Competition, to advance directly to the National Finals any contestant(s) they deem ft to do so. 8. Prizes and Awards 8.1 No prize, award, distinction and/or recognition is considered granted unless it is stated on an ofcial Certifcate document generated by and from the NAMCYA Secretariat and signed in ink by the Secretary- General. 8.2 The NAMCYA reserves the right to grant only the prizes, awards, distinctions, and/or recognitions that the Boards of Adjudicators, with the assent of the Program Director and the approval of the Secretary- General, deem ft. 9. Application and Registration The following must be submitted in addition to the common requirements of the Application Packet on or before 5:00 p.m., Wednesday, July 15, 2009: 1. Two (2) photocopies of the contestant’s birth certifcate. 2. Title(s) of the chosen concerto(s) for the Regional Center and National Competitions printed on plain letter-size bond paper with the contestant’s name indicated at the top. II. Age Eligibility Contestant must be at least eighteen (18) years old by July 15, 2009, but not more than twenty-fve (25) years old on November 11, 2009. III. Video (VHS, DVD, or VCD) performance ( Regional Competition performance ) 1. The video recording must have been done in any enclosed venue (room, classroom, auditorium, etc.) which is reasonably “sanitized” or protected from the intrusion of unwanted, undesirable and/or unnecessary sounds. 2. The video recording must not have undergone or been treated in a studio. The actual and ambient sound must not have been mixed, enhanced or otherwise modifed from the original sound created in the enclosed venue. 3. In the video recording the performer will (in the following exact order): (a.) State his/her name and Region represented; then, (b.) Immediately begin the performance. 4. No cut or editing will be allowed between the introduction and the beginning of the performance. 2009 NAMCYA 9 IV. Performance 1. For all levels of the competition for Brass Instruments, all pieces to be performed should be chosen from the prescribed repertoire list (see below). 2. All pieces, whether contestant’s choice or contest piece, must be memorized and performed without scores. 3. Contestant must bring his/her own accompanist. 4. Only piano accompaniment is allowed. Electronic keyboard may be allowed for Regional and Regional Center Competitions but only if a serviceable piano is not available. 5. The submitted repertoire list for all levels may not be changed, altered, or otherwise modifed after the Application Packet has been submitted and received by the NAMCYA Secretariat. V. Williams: Tuba Concerto 2009 NAMCYA 11 NAMCYA 2009 CHOIR – Category C SPECIFIC GUIDELINES, RULES AND REGULATIONS 1. Application and Registration 1.1. Participating choirs must also include in the Application Packet the following: 1.1.1 One (1) photocopy of each choir member’s birth certifcate. 1.1.2 Original Certifcation from the conductor stating that the choir has been in existence for at least one (1) year (See Item 2.3.3 below). 1.1.3 One (1) photocopy each of the pieces to be performed except for the Obligatory Piece (item 3.2.1). 2. Eligibility and Membership 2.1. Age requirement: All members of the choir must be at least seventeen (17) years old by July 15, 2009, but not more than twenty-seven (27) years old on November 14, 2009. 2.2. The competition is open to all mixed SATB choirs based in a school, church, or community, whose members fulfll the age requirement and are: 2.2.1 Filipino citizens currently enrolled in an educational institution, 2.2.2 Out-of-school youth who are Filipino citizens, 2.2.3 Filipino citizens who have completed their studies. 2.3. Membership is limited to a minimum of sixteen (16) singers, and a maximum of twenty four (24) singers, one accompanist, and one 12 2009 NAMCYA conductor. Additional accompanists/instrumentalists required by any of the pieces to be performed must come from among the choir members. 2.3.1 The choir must be an SATB mixed choir, meaning there are singers singing soprano, alto, tenor and bass parts. The four parts can be further divided, according to the dictates of the piece being sung. 2.3.2 The voicing of the parts (SATB) refers to the appropriate ranges of soprano, alto, tenor, and bass as sung by a mixed (male and female) choir. It does not refer to the gender of the singers singing those parts. Thus, appropriately trained male sopranistas and countertenors can sing the soprano and alto parts, and female contraltos can sing tenor parts, if the conductor so chooses. 2.3.3 The choir as an entity shall have been in existence for at least one (1) year from the date of receipt by the NAMCYA Secretariat of the Application Packet. Choirs established after July 15, 2009, the deadline for submission of the Application Packets, are not qualifed to join the competition. However, individual choir members are not covered by this 1-year rule as far as the NAMCYA Competition is concerned. 2.4. Conductors and singers can perform with only one (1) choir in all the competition levels (Regional, Regional Center, and National). 2.5. Accompanists may play for more than one choir during the Regional and Regional Center competitions. However, they can play for one choir only in the National competition. 2.6. A choir is allowed to change up to twenty (20) percent of its duly listed members provided a written notice is received by the Choir Competition Chairman through the NAMCYA Secretariat not less than nine (9) calendar days before and inclusive of the Regional Center Competition date. [Example: If Regional Center Competition date is August 29, the last day for the NAMCYA Secretariat to receive the notice of 2009 NAMCYA 13 member changes is on August 21.] No change in members’ list is allowed thereafter. The total number of contestants of the group should not be afected by any change or modifcation. 2.7. International choral competitions have no bearing on the artistic standards of the NAMCYA. Therefore, choral groups which have previously won in international competitions are eligible to compete in the NAMCYA, as long as all the pertinent rules and regulations are complied with. Video (VHS, VCD or DVD) Mechanics • An audio-video (AV) recording will be made, with the choir performing two (2) songs from their existing repertoire, preferably contrasting in style and character. • The AV recording must be done in an enclosed venue, classroom, or auditorium, which is reasonably “sanitized”, insulated, and protected from any unwanted, undesirable or unnecessary sound/s. • The video camera and microphone must be set approximately ten (10) to twelve (12) meters away from the choir. • All members of the choir, including the pianist (if any) and conductor must be seen in the AV recording. • Professional recording done in a studio, or any recording which has undergone or been treated to mixing, and/or sound enhancement procedures will not be accepted. • At the start of the AV recording, the conductor will introduce as follows (in this sequence): 1) Name of the conductor 2) Name of the choir 3) Name of the school, church, community or organization 4) Name of the province or region 5) Name of the principal, church ofcial, or head of the community or organization 14 2009 NAMCYA • After the introduction, the conductor will face the choir and start the performance immediately. There must be NO CUT OR EDITING from the introduction up to the end of the performance. 2.8. Non-submission or falsifcation of any or all of the above requirements will constitute valid reason for disqualifcation. 3. Repertoire Requirements 3.1. Regional (Video) Competition Level Any two (2) songs from the choir’s existing repertoire, preferably contrasting in style and character. At least one (1) of the pieces should be a capella, originally intended for and written with no instrumental accompaniment. 3.2. Regional Center Competition Level 3.2.1 Obligatory Piece: Jubilate Deo, Opus 69 No. 2, by Felix Mendelssohn (in commemoration of Felix Mendelssohn’s 200th birth anniversary) 3.2.2 Original composition or transcription by a Filipino composer, written with at least four (4) parts (SATB), diferent from the repertoire performed in the Regional (Video) Competition. 3.2.3 One (1) piece of the choir’s own choice, diferent from the repertoire performed in the Regional (Video) Competition. Note: Aside from the Obligatory Piece, at least one (1) of the other pieces (item 3.2.2 or item 3.2.3) must be originally a capella and performed as such. 3.3 National Competition Level 3.3.1 Obligatory Piece. The title and composer of the Obligatory Piece for the National Competition Level will be announced one (1) month before the frst scheduled Regional Center Competition. Scores will be distributed simultaneously to all the Regional Centers. 3.3.2 Original composition or transcription by a Filipino composer diferent from the piece performed at the Regional Center 2009 NAMCYA 15 Competition level (Item 3.2), preferably, but not necessarily, representative of the music culture of the region from which the choir comes from. 3.3.3 Any work written in the 20th or 21st century by a foreign (non- Filipino) composer which was not performed at the Regional Center Competition level (Item 3.2). 4. Performance 4.1. Choirs must perform in simple but presentable attire, with no identifying marks or indications of school and/or community. 4.2. All songs must be performed from memory and without pieces, in any order. 4.3. After the Application Packet has been ofcially submitted to NAMCYA, repertoire substitutions will not be allowed and may constitute reason for disqualifcation. 4.4. The judges will consider the level of difculty of the performed pieces in their deliberations. 4.5. Choreography may be allowed as long as the movements form an integral part of the basic structure of the compositions (e.g., hand claps, foot stomps, body percussions, etc.) and such movements are specifcally indicated in the score. 4.6. Accompaniment is limited to piano, guitar, or other instruments specifed in the score. Use of any electronic instruments and/or recorded accompaniment (minus-one) is not allowed. Electronic keyboard may be allowed for Regional and Regional Center Competitions only if a serviceable piano is not available. 4.7. Singing time for each choir must be eleven (11) to ffteen (15) minutes. Timing begins at the start of singing of the frst piece, and will end with the last cut-of of the last piece by the conductor. A penalty of fve (5) points per minute will be deducted from the fnal score, to any choir who sings less than the minimum time (11 minutes) and in excess of the maximum time (15 minutes). Any overtime or under time that is less than one minute will be counted as a full minute. 16 2009 NAMCYA NAMCYA 2009 DANCE (BALLET) – Junior Category ADDITIONAL AND SPECIFIC GUIDELINES, RULES AND REGULATIONS A. Eligibility 1. For the 2009 junior ballet competition, applicants must be exactly between ages 13 and 18 (inclusive) on the day of the National Competition on November 12, 2009. Please submit two (2) reliable copies of birth certifcate with the Application Packet. 2. Girls must dance on pointes for enchainement and classical variation, which is optional for the original/contemporary entry. 3. For the qualifying Regional (Video) Competition, submit a video-flm containing the following: 3.1 Enchainement combination integrating adagio, pirouettes, petit allegro and grand allegro all in two (2) minutes (all set or edited together); and, A classical solo variation in appropriate costume. (The variation need not be the competition piece for the fnal rounds.) 4. A competitor-applicant is required to submit all music recordings of his/ her entry piece two (2) days before the frst session day in the Regional Center and National rounds of competition. These may be from a piano or available recording. Each piece (classical or contemporary) must not be more than two (2) minutes. B. Application and Registration Only 30 candidates will be admitted to the competition. To be considered for competition, the following must be submitted with the Application Packet in addition to the common requirements: 1. Three (3) full-body shots: standing front, standing sideways, and in 1st arabesque. Girls should be dressed in leotards, tights and pointe shoes. Boys should be attired in white T-shirt and tights. 2009 NAMCYA 17 2. Endorsement of a qualifed teacher, written with letterhead of full address, including telephone, fax and cellphone. 3. Signed statement that the candidate shoulders accommodation and travel expenses to attend the Regional Center Competition. NOTE: Letter of admission to the Regional Center Competition will be sent back signed as a “conforme” to agree to the rules and procedures of the Competition. C. General Competition Requirements 1. Candidates must be born on or between November 12, 1991 and November 12, 1996 (inclusive). 2. Learning of a male or female enchainement and classical variation. 3. Performance of a classical (solo) variation from the list enumerated. A choice from alternative versions is allowed, to be checked with the sample music score enclosed. 4. Enchainements shall have female classes in tights and leotards, and males in white t-shirts and black tights. 4.1 Contestant must bring a fnal clean copy of his/her recording, from piano or from available recordings. Both classical and original/ contemporary variations must not last more than two (2) minutes. 4.2 CD recording must have classical variation, followed by contemporary variation. Cassette recording must have each on Side A and Side B, without any other recording. Recording must be properly identifed. 5. Original/contemporary variation may be performed on pointes or of-pointes 5.1 Piece must not last more than two (2) minutes 5.2 Hand properties are allowed, provided these are essential to the Choreography. Heavy props or sets are not allowed, nor any use of stage cyclorama, legs and curtains. 5.3 A general lighting set-up will accommodate all dances, design followed as reasonably possible. 18 2009 NAMCYA REGIONAL CENTER COMPETITION REQUIREMENTS 1. In the video recording, the contestant must do the following in the exact order: a. state his/her name and Region; then b. immediately begin the performance. 4. No cut or editing will be allowed between the introduction and the beginning of the performance. No cut or editing will likewise be allowed between the numbers in/of the performance. 5. It is the responsibility of the contestant to make sure that his/her video recording is compatible with any standard VHS or VCD/DVD player. IV. Performance 1. SUBSTITUTION. Pieces that are not in the list below may be allowed, provided the level of technical and/or expressive difculty is equivalent or higher than those in the repertoire listed below and only upon the written and signed approval of the NAMCYA Piano Competition Chairperson. The fnal, revised, and approved repertoire must be ofcially received by the NAMCYA Secretariat on or before 12 noon of July 21, 2009. 2. REPERTOIRE CHANGE. Contestants shall perform only the pieces that are listed in their submitted ofcial repertoire list. After the deadline of submission of applications on July 15, 2009, any changes in the submitted repertoire shall be allowed only upon written approval of the NAMCYA Piano Competition Chairperson after which the amended repertoire must be received by the NAMCYA Secretariat on or before 12 noon of July 21, 2009. 3. SEQUENCE. The performance sequence is left to the discretion of the contestant. 4. TIME LIMIT. Contestant will be stopped when the time limit is reached for each level. V. Eligibility and Membership 1.1 Participation is open to all Filipino citizens at least 16 years old by July 15, 2009, but not more than 29 years old on November 13, 2009. 1.2 Each participating group should be composed of not less than 10 but no more than 20 playing members; plus 1 conductor. 1.3 Conductor and members can perform with only one group at all levels of the competition. 2. Divisions for Solo Voice There shall be no Voice classifcation divisions (e.g., soprano, alto, tenor, bass) for the Solo Voice competition. All voices will be competing in one category. 2. Eligibility Contestants must be at least 14 yrs. old by July 15, 2009 and not more than 17 years old on November 10, 2009. 3. Repertoire The Contestant must prepare a repertoire of four (4) songs, herein called the SUBMITTED REPERTOIRE LIST. This list must consist of: • Contest Piece • Two (2) songs chosen from the Required Repertoire List provided by the Competition; and • One (1) song of the Contestant’s choice (which may or may not be taken from the Required Repertoire List). All the following genres/types/classifcations must be represented in the competitor’s repertoire: • Contest piece • Two (2) Art songs – must be in diferent languages and with contrasting styles or mood; both songs must be chosen from the Required Repertoire List. Neapolitan songs will not be considered part of this classifcation. • One (1) Filipino folksong - may or may not be taken from the Required Repertoire List 2009 NAMCYA 33 Must be an arrangement by any of the following composers: LUCIO SAN PEDRO, LUCRECIA KASILAG, RESTIE UMALI, FRANCISCO FELICIANO, RYAN CAYABYAB, ELISEO PAJARO, AUGUSTO ESPINO. (Please see SAMPLE OF SUBMITTED REPERTOIRE LIST attached to the Required Repertoire List.) Piano-vocal scores for the Contest Piece and the songs contained in the Required Repertoire List are available from the NAMCYA Secretariat. No changes in the SUBMITTED REPERTOIRE LIST will be permitted once it has been received by the National Secretariat. Only songs taken from the SUBMITTED REPERTOIRE LIST may be performed in all levels of the Competition. All songs must be performed memorized and without scores. All songs must be originally scored for Voice and piano, and must be performed as such. Electronic keyboard may be allowed for Regional and Regional Center Competitions, but only if a serviceable piano is not available. 4. Proper attire must be worn in all levels of the competition. 5. Only BODY MOVEMENT is allowed. Choreography, blocking, staging and/or use of hand props are not permitted. 6. Accompanists For the Regional, Regional Center and National Competitions, contestants must provide their own accompanists. 7. Application Requirements In addition to the common Application Packet requirements, the following must be received by the National Secretariat on or before 5:00 p.m. on Wednesday, July 15, 2009: a. Applicant’s photocopied birth certifcate (2 copies). 34 2009 NAMCYA b. Written Recommendation of Voice Teacher OR Music Teacher OR Vocal Coach for qualifcation and approval of repertoire (2 copies - 1 original and 1 photocopy). c. The SUBMITTED REPERTOIRE LIST (all original, 10 copies) must be printed on LETTER-sized bond paper, in ARIAL font, font size 12, and must include: Name of Contestant Date of birth of Contestant Voice classifcation Region represented (FOR EACH SONG) Song Genre/Type/Classifcation Name of Composer Title of song Signature over Printed Name of Contestant (Parent/Guardian/Voice Teacher, if contestant is a minor) d. Regional (Video) Competition 8.1.1 Contestants must submit a video of two (2) songs from their SUBMITTED REPERTOIRE LIST. 8.1.2 Contestants must choose a location with adequate acoustics (ex. Classroom, social hall or auditorium). Contestants using artifcial amplifcation (use of a sound system) or enhancement (digital editing) in their submitted videos will be automatically disqualifed. Engineered videorecordings (dubbed or spliced audio) are also strictly prohibited. 8.1.3 Accepted video formats are VHS, VCD or DVD only. 2009 NAMCYA 35 8.1.4 Videos, together with all other requirements in the Application Packet, must be received by the NAMCYA Secretariat on or before 5:00 p.m., Wednesday, July 15, 2009. 8.1.5 Only the person performing in the submitted videos, the bona fde Contestant, will be allowed to perform in the subsequent Competition levels. 8.1.6 In the video recording, the Contestant must do the following in the exact order: a. state his/her name and Region; then b. Immediately begin the performance. 8.1.7 No cut or editing shall be allowed from the start of the frst song up to the end of the second song. 9. REGIONAL CENTER COMPETITION REPERTOIRE (all taken from the SUBMITTED REPERTOIRE LIST) Contestants must be prepared to sing the f: • One (1) song to be chosen by the Jury; and • One (1) song of his/her choice. Songs may be performed in the Contestant’s order of preference. Contestants will be informed of the Jury’s song choices one (1) hour before the Competition commences. 10. NATIONAL COMPETITION 10.1. Each participating group may present a Philippine musical performance tradition from their cultural community or barangay in line with this year’s theme. 2. The performance may include singing, instruments, movement and spoken text. 3. For the competition at all levels, the performance duration should not exceed 15 minutes, including entrance and exit. 4. Participating groups are encouraged to maintain the authenticity of tradition as reasonably as possible. 5. Traditional attire is recommended. 6. The use of recorded music, recorded sound or recorded voice is not allowed. 7. Simple and light stage props may be used provided these are vital to the performance. A cultural community is defned as a social group identifed by an ethnic heritage, a common language, and a set of cultural practices. A barangay refers to a socio-political group, not necessarily having a common ethnic background or language, but participating in some common traditional cultural practices. 2. Eligibility and Membership 2.1 The festival is open to all existing school, church, or community ensembles whose members are currently enrolled in elementary schools. 2009 NAMCYA 39 2.2 Ensemble membership should be between four (4) to ffteen (15) members, one director or leader, and if necessary, one (1) assistant director. 3. Application and Registration 3.1 In addition to the common requirements of the Application Packet, participating ensembles must submit to the NAMCYA Secretariat not later than July 15, 2009 a one-page type-written (at least 300 words) description of the performance. The essay should include background and historical information of the group and the performance and performance tradition. 3.2 Non-submission or falsifcation of any or all of the above requirements automatically disqualifes the applicant. 4.
