ANNEXURE – III(A) TECHNICAL SPECIFICATIONS FOR 14.2 KG LPG CYLINDERS MANUFACTURING & IN PROCESS QUALITY MONITORING FACILITIES: 1. All Cylinder manufacturers shall have the facilities as required for the process of Cylinder Manufacturing, testing & In-process quality monitoring in line with IS 3196(Part1):2006 & IS 3196(Part3):1991& HPC‟s terms & conditions. However availability of the following facilities is essential. Party‟s offer shall be technically not acceptable and no order shall be placed in case parties do not have below stated facilities or meet the given below requirements: a) All the facilities, equipments required for manufacturing & testing of cylinders i.e from De-coiling to the final pneumatic testing shall be inhouse including the Test Lab facilities. Sharing of facilities with other unit will not be accepted. b) Joggling must be adopted as method of fitment of the halves for C-welding with minimum offset of 9±1 mm. Any other method for halves fitment including backing strip is not acceptable. c) Pictorial representation for SA 2.5 surface finish for comparing the surface preparation by grit blasting prior to Zinc metalizing. d) Paint drying facility by way of Oven or Hot Air blower to dry the freshly primered/painted cylinder at a temperature of apporx.80 degree centigrade. Movement of cylinders in/out of oven/blower shall be through conveyor to prevent any manual handling of cylinders till it completely dries. The length of the conveyor system should be such that after the cylinder comes out of drier, it moves on the conveyor for at least 3 hrs OR as per Paint Manufacturer‟s recommendation before it is taken for next application of paint / next activity & shall be in no case less than 60 meter. e) Refrigeration based Air Drier to completely dry the air being fed to Spray gun use for cylinder paint & primer application, station for internal cleaning of cylinders and Cylinder Pneumatic testing station. f) Valve on-off Tightening Machine with provision to set & check the tightening torque. g) Electronic weighing scale having digital display of 50 kg weighing capacity & least count of maximum 10 grams. Signature : Seal : Page 1 of 14 GENERAL SPECIFICATIONS: 1. Manufacturers shall be required to follow all other specifications given in the relevant IS standards & HPC drawings along with instructions issued by HPC/BIS from time to time even if they have not been spelt out here. MANUFACTURING PROCESS SPECIFICATIONS: A.1875 (latest) OR IS-2062 (latest). Suitability of the bung threads shall be checked as per method given in IS 9121. g) Welding parameters for Circumferential & Bung welding shall be specified on the drawing approved by CCOE/BIS. b) Welding procedure and Welder‟s Performance Qualifications should be as per the requirements of IS 3196(part1):2006 & welding shall be carried out by such approved welders only. i) Radiography of the weld samples for each welding machine deployed for Circumferential welding shall be carried out on half yearly basis to ensure proper functioning of the machine. d) All welding activity should be completed before heat treatment. During cutting of the circles care shall be taken to have proper circle with uniform edge. Die & Punch. grease. f) Shielding Gas used in MIG/MAG welding should have Argon:CO 2 ratio of 92:8 or as approved by CCOE / BIS.CYLINDER BODY : Sheet shall be decoiled on decoiler & circles of required size shall be cut . e) Manual welding shall not be permitted for Bung & Circumferential welding. The chemical composition of the weld metal shall be compatible with that of the parent metal.g. Stamping facility should be available in-house. Surface Defects. Welding of the VP ring stay plate to be done on both the sides of stay plates. B. D. vertical slots should be done on a punching machine/press (manual not allowed) with proper fixtures to ensure equi-spaced positioning of slots. The stress relieving shall be carried out at a temperature not exceeding 700oC. Fitment of halves :Joggling method must be used as method of fitment of halves for Cwelding with a minimum offset of 9 ± 1 mm. Bung Hole concentricity should be as per IS . The stay plates shall be of uniform thickness & size with no sharp edges. Welding of Foot Ring pipe & sheet shall be continuous along the full circumference of pipe. The assembly should be welded to the cylinder body using suitable fixture so as to ensure non-eccentric welding with respect to the bung hole. Heat treatment parameters shall be clearly indicated on the drawing approved by CCOE & BIS and HPCL to be informed on the same. C. VALVE PROTECTION RING.. The weep-hole shall be positioned between two stay plates. Welding of the V Pring to the stay plate shall be done from both the sides. Appropriate reference to stress relieving temperature shall be made Signature : Seal : Page 6 of 14 . Foot Ring joint should be properly grinded. Straightness and Verticality & internal cleaning shall be carried out before closing-in Operation. Proper buffing must be done before welding to ensure proper fitment / welding and a dust free surface. HEAT TREATMENT : Continuous furnace should preferably be used for heat treatment process.STAY PLATE ASSEMBLY Welding of Stay Plates to VP Ring should be done in-house with the help of a fixture to ensure non-eccentric. Profile Regularity. Heat treatment / Stress Relieving should be carried out as per IS-3196 (Part-I) latest and scheme of testing and inspection of BIS. Punching of 6 nos. Backing Strip method will not be acceptable.3196 (Part I) : 2006. FOOTRING Foot Ring sheet Forming. VP Ring joint should be properly grinded and centrally positioned in one of the stay plate welding. Examination for Circularity. equi-spaced and vertical assembly. Punching.ANNEXURE – III Bung Hole Punching should be done with the help of a fixture that should locate the dish end and ensure non-eccentric punching of bung hole. Synthetic enamel paint as per the specifications of IS: 2932 (latest) and procured from Asian paints / Goodlass Nerolac / ICI Limited / Berger paints / Shalimar paints to be used. Surface preparation is required to be done to remove any deposition in the cylinder surface before metalizing & to provide surface finish of SA 2.ANNEXURE – III in the cylinder drawing under “General Notes” and the same has to be approved by CCOE. The cylinder to be painted in Signal Red colour (Shade no.Specifications). 537 of IS: 5). SURFACE PREPARATION & PAINTING : 1. Third Party Inspection Agency (TPIA) shall be in line with the approval of CCOE. HPC & OITC representatives will carry out regular inspection of manufacturer‟s facilities to check adherence to quality control procedures. ISO certification gets lapsed. INSPECTION & QUALITY CONTROL: 1. Various records in respect of manufacture of cylinders as required by HPC and BIS and as advised from time to time. which is at present BIS. ADDITIONAL REQUIREMENTS : 1. Calibration of all testing/measuring equipment should be done as per BIS scheme of testing and Inspection or as advised by the Corporation. A sample template is enclosed as FORMAT C. Appropiate action shall be taken against the cylinder manufacturer in case of non compliance.ANNEXURE – III b) Manufacturer shall ensure that periodic Survilence audits of the Quality Management System for conformity to ISO 9001 requirements are carried out by BIS. New cylinders with these defects shall be categorized as “Rejected” and “Rectifiable” depending upon the type of defects after Joint Inspection. We have developed a cylinder data format. Other specifications given in the IS standard and HPCL drawing but not covered in this specification should be followed along with instructions issued by HPCL/BIS from time to time. A: Details of indicative manufacturing defects for which new cylinders shall be rejected are given below. 3. Certain fields in the template are to be filled by Manufacturers & certain other would be auto populated. Care should be taken to ensure that the data being provided is as per the actual cylinders pertaining to that data. The data shown in the format is for indicative purpose only. The format is in Microsoft Excel file. Survillence audit report points shall be reviwed at the time of audits for compliance by HPC. Please read the instructions given in second page of FORMAT C for filling up the data. MANUFACTURING DEFECTS: Following defects shall be treated as manufacturing defects. One file shall be used for one truck load. In case of multiple supplies. Poor quality / broken / improper foot ring welding. vendor shall load separate excel sheet for each truck load in one single CD. After placement of the order . which would enable us to have ready information on the cylinders inventory across the plants. which is a template that would be used by cylinder manufacturers for sending the details of cylinders along with the consignment. HPCL is under the process of developing a cylinder data management system. Stay Plates not welded from both sides.
